Role and Responsibilities
To lead and support one or more of Medair’s Country Programmes in accordance with Medair’s mandate, values and quality standards, beneficiary needs and donor requirements.

Project Overview
Medair Headquarters (HQ) provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. Our headquarters teams are also responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.

Key Activity Areas
Project Management
• In conjunction with the Country Director (CD), to draft and present all proposals, operational reports and review respective financial proposals/reports related to all projects within the Country Programme, in order to establish and achieve SMART objectives and enabling appropriate evaluations at field and HQ level of the projects, as well as to be transparent and accountable to institutional donors involved in the Country Programme.
• To monitor and evaluate the implementation of the planned activities in accordance with the project proposal and logical framework through direct communication with the CD and during at least two annual field visits.


Financial Management
• To assist the HQ Programmes Finance Officer (PFO) and field CD/Deputy CD in the monthly project control and Budget versus Actual analysis.
• Review budgets, TCVs, financial proposals and reports with the PFO HQ and CD.


Strategic Planning
• Assist the CD and field team in the design, evaluation and updating of the country and project strategy so as to have the projects linked into longer term planning and development of the project location or area and within Medair’s overall organisational capacity. Further design annual Strategy Approval Sheet (SAS, narrative and financial) and Project Approval Sheets (PAS, narrative and financial).
• In coordination with the PFO HQ (lead) and the CD, develop annual budgeting and financial strategy, evaluate and update such.
• Present the strategy annually to the International Director, Programmes Manager, HR Officer, PFO HQ and DO’s at HQ.


Donor Relations and Quality Management
• Develop and maintain contact with the DOs of the relevant institutional donors and organisational partners on an HQ level in order to secure sufficient funding for the country programme.
• To ensure and promote in coordination with the CD and respective appointed field staff the country programmes Quality Management, Beneficiary Accountability, Project Evaluation tools, complaint mechanisms, etc. so as to implement projects that meet the real needs of the beneficiaries in accordance with their requirements, standards and cultural background of the Country, Values of Medair and the requirements of institutional donors.


Field Support and Servant Leadership
• Develop and maintain a transparent, honest and supportive communication structure with the CD, field operations and HQ team staff, so as to uphold a spirit of unity and mutual respect between the field and HQ staff involved in the Country Programme through regular communication and scheduling meetings.


Human Resources
• Review with the HRO at HQ, the staff needs and assist in Internationally Recruited Staff (IRS) recruitment and country specific HQ briefings.


Marketing
• To review and approve marketing material (web updates, interviews, reports, annual review, etc.).
• To develop project segments for the ‘Donor Tool’ for marketing providing the major private donor community with relevant information.
• Ensure Branding and Marketing procedures and guidelines are followed (majority during field visits).


Security Management
• To support the CD in any security related incidents and assure appropriate security awareness and procedures are maintained within the Country Programme and ensure staff receive regular security training.

Qualifications
• Degree level management and/or humanitarian aid education
• Degree in Business Administration desirable

Languages
• Strong working knowledge of English (spoken and written)
• Strong working knowledge of French (spoken and written) desirable

Experience / Competencies
• Minimum 3 years humanitarian field experience, of which at least 2 years humanitarian senior leadership experience (CD or DCD)
• Comfortable with budget management
• Ability to plan ahead and to lead the country programme(s) into long term and exit strategies
• Excellent report writer
• Good administrator desirable
• Initiative taker; Proactive

• At least one year of professional experience in a relevant field (more experience preferred)
• Strong working knowledge of English (spoken and written)

• Competent with MS Office Word, Excel, PowerPoint and Outlook

• Solid team player

Working Conditions
• Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply.
• Based in Medair Headquarters, Ecublens, near Lausanne, Switzerland.
• Travel for up to 8 weeks per year.
• The DO needs to be flexible to assist other DOs, departments or sectors if so required (leave, capacity, emergencies etc.) in consultation with the Programmes Manager.
• Due to required field visits, the position-holder will need to successfully complete the Medair Relief & Rehabilitation Orientation Course (ROC) during the first year of contract.
