Job Purpose:The Programme Quality Coordinator (PQC) will ensure high quality programme planning, monitoring, evaluation and learning and will establish and implement relevant M&E systems to keep track and report on programme progress. The PQC will take a lead on research activities, liaising with external consultants and Dublin technical experts. The PQC will be the focal person for all mainstreaming and accountability issues, both internally and as part of our programme activities

Main Duties & Responsibilities:Planning, M&E and Learning:•Design, implement and oversee an integrated PM&E system that can be used by the programme sectors to measure programme progress against agreed objectives and to feed into programme learning on a regular basis •Oversee the design and implementation of baseline, midline, and endline surveys for all sectors. •Support the implementation of technical surveys (such as SMART, market price or CAP surveys), working with the relevant programme team to ensure that data collection techniques are robust, that staff and agents involved have a good understanding of their roles, that the data entry processes are timely and accurate, and that the data analysis is timely and meaningful. •Put in place a knowledge management system to capture lessons learned and disseminate these within Concern Chad and wider.•Take the lead on internal evaluation exercises and be the focal point for the external evaluations.

Research:•Contribute to the design of the three year CRAM research protocol, together with the Tufts research team, Concern Dublin and Concern Chad colleagues, ensuring research questions and methodologies are feasible, ethical and appropriate for the context•Develop a detailed research workplan based on the research protocol and the project implementation plan•Manage the timely implementation of the research workplan, regularly report on the status of its implementation and make adjustments as required•Manage the flow of information from respondents in the Early Warning System, and conduct regular follow-up with respondents, particularly with regard to the utilisation of the technology provided •Produce fortnightly “Early Warning Bulletins” consolidating the data from the various identified sources, and in conjunction with the Concern Chad Management team, ensure that the information is disseminated to relevant stakeholders•Provide regular written and verbal updates to all internal and external stakeholders (i.e. Concern field staff and partners, Dublin advisor team), highlighting issues that need to be addressed and facilitate their resolution by the wider research team•Document the research process and contribute to the final research reports•If appropriate, lead the preparation and submission of the research protocol to the Chadian ethic review board and facilitate subsequent revisions by the Concern/ Tufts team for resubmission, as needed

Programme Quality:•Support the ACD Programmes and the rest of the programme team during proposal developments to ensure that indicators are SMART and that logframes are robust.•Monitor programme activities to ensure they are carried out in line with Concern Chad’s internal systems and procedures and that HAP minimum standards of accountability are met.•Ensure informed consent of stakeholders in the research by developing and implementing a communication strategy for the research.•Ensure that agreed minimum information is communicated in a timely and relevant manner to various stakeholders.•Implement a robust complaints and response mechanism (CRM) and ensure that any feedback or complaints from stakeholders are handled in an appropriate and systematic way.•Ensure that Concern mainstreaming polices (HIV and Aids, Equality- especially Gender) are understood by all staff and are implemented at all levels, both in the programmes and internally.

Capacity Building:•Design, plan and implement a capacity building plan for all relevant Concern Chad staff on key elements of programme cycle management.•Design, plan and implement a capacity building plan for all Concern staff on key Concern policies (Programme Participants Protection Policy and Code of Conduct, Anti-Fraud, Whistle-Blowing, Equality, HIV&AIDS)

Programme Management:•Work with the ACD Programmes and other colleagues to complete donor proposals as required.•Prepare complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all M&E, mainstreaming and programme quality initiatives are fully and accurately costed and included in budgets, liaising with other PMs as appropriate.•Prepare and implement programme activity plans that correspond to the approved donor proposals and budgets. •Prepare and share with HR and Logistics colleagues recruitment and procurement plans, and update these on a timely basis.•Prepare regular narrative reports on programme activities for internal management purposes and for donors, Dublin etc. •Support sector programme staff in the collection of testimonies and case studies to illustrate key outcomes and impact of their program interventions that can be used in annual and donor reporting•Ensure the allocated budget is utilised effectively and any necessary adjustments are requested in a timely manner.•Ensure all expenditure is authorised and spent in accordance with Concern’s internal procedures.•Monitor monthly management account reports from Finance to ensure that expenditure is being accurately recorded and to avoid any under- or over-spends.•Provide monthly reports on expenditure v. budget to the Country Management Team, explaining any variances.

People Management:•Identify, recruit on a part time basis, train and supervise local enumerators and supervisors selected for data collection exercises (baseline, midline and end lines as appropriate). •Develop and implement training programmes and capacity building of enumerators and other data collection and data analysis team members.•Evaluate, provide feedback and document the performance of all part time staff and ensure that this is taken into account in subsequent recruitment exercises. •Lead and manage permanent staff, contributing to their capacity building and career development.•Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract.•Ensure that all positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.•Ensure that all staff are aware of and comply with Concern’s policies and procedures.•Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.•Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.•Identify and take appropriate action to fill resource gaps (create new roles or launch timely recruitment to replace a leaver).

Other:Undertake other related duties as may reasonably be assigned by the Country Director or the line manager

PERSON SPECIFICATIONESSENTIALEducation, Qualifications & Experience Required:
•Fluency in English and French •University degree to Bachelors level in economics, agriculture, development or equivalent•Demonstrated experience of developing and implementing similar pieces of research in similar contexts•Experience of setting up and implementing multi-sectoral PM&E systems•Demonstrated experience of working at grass roots levels •Demonstrated experience in all stages of the PCMS (Programme Cycle Management Systems): assessments , programme development, including the logical framework approach•Demonstrated, practical knowledge of quality systems and procedures (e.g HAP)•Practical experience of implementation of mainstreaming activities•Experience of working independently and as part of a team•Experience of managing staff•Knowledge of GIS Systems•At least 2 years overseas in a similar role
