South Sudan (Republic of): Logistics Coordinator
The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan, providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on four out of NRC’s usual five core competencies: Education, Shelter, Food Security and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is implemented in Warrap, Northern Bahr el Gazal and Central Equatoria states. NRC is also exploring the possibility of further expansion into Upper Nile State late 2012/ early 2013.
Job description- Ensure that all logistics matters in Alek field office are implemented in accordance with national legislation, NRC regulations and donor requirements. These include:*All stages of the procurement process including contract and vendor management* Fleet management (including maintenance), in conjunction with and following systems implemented by Vehicle Expert/Mechanic* Asset management* Warehouse management -In the initial stages of the assignment, support the Operations Manager in strengthening / establishing strong systems in relation to the above -Make sure that logistics functions are well planned and implemented to ensure transparency and accountability whilst maintaining control -Support the programmes efficiently and effectively -Train national logistics staff to perform their tasks independently -Train all staff in regulations and routines -Produce regular reports on procurement status, contract tracking, stock status, asset registry and car pool -Establish and maintain a vendor database -Establish and maintain a logistics filing system
Qualifications-Minimum high school qualification, preferable university education, or relevant and measurable experience in logistics -At least five years field logistics experience in conflict/ post conflict settings with large humanitarian relief operations -Experience in establishing and implementing systems in procurement, transport, warehousing and asset management -Experience in training and mentoring team members essential -Experience in areas such as IT, communications, security and buildings/compound management -Fluency in English -International driving licence -Knowledge of the South Sudan context -Strong computer skills, especially in MS Office

We offer■Commencement: As soon as possible ■Contract period: 12 months ■Salary/benefits: According to NRC’s general directions and free housing of moderate standard. Please note that tax fees may occur for some countries. ■Duty station: Alek, in Warrap State. South Sudan is a ‘non-family duty station’. Extensive travel inside South Sudan, with challenging road conditions, will be conducted. Alek is usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel between Alek and Juba is by air, and road travel outside Alek is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is in the NRC Compound in Alek.
