The PIN Mission to South Sudan is seeking a qualified Field Programme Manager, with solid experience in Reintegration of Returnees, to devise and implement a multi-sectoral programme aimed at supporting vulnerable South Sudanese who have returned to the Country and wish to reintegrate in the society. The programme shall focus on a number of areas of intervention such as housing, WASH, education, vocational training, business start-ups, protection, child and gender issues, and basic health. The ideal candidate should be able to manage, mentor and motivate a number of national project officers directly responsible for technical implementation, and to closely coordinate with local authorities and UN and INGO partners.

Job DescriptionCore Functions/ResponsibilitiesDesign and implement programme/projects, partnerships and donor agreements.Ensure the overall management of the programme by overseeing its technical, administrative and financial aspects. Provide guidance and supervision to the programme and its entire staff. Develop strong partnership and liaise with government and implementing partners, including Local NGOs and other service providers to ensure proper coordination and implementation of all aspects/ activities of the programme.

Develop frameworks and integrate host communities and civil society at large in the development and implementation of project activities; identify and develop synergies and partnerships with other actors (national and international) at the strategic, technical and operational levels.

Support the training and directly supervise local NGOs contracted as implementing partners to undertake some specific reintegration activities.

Coordinate and facilitate the participation of local communities in the planning and implementation of reintegration assistance, using existing capacities at the local level and in close synergy with economic recovery and local development initiatives. Ensure that a participatory approach is being pursued by PIN with the beneficiaries during the selection and implementation of each reintegration activity.

Develop monitoring and evaluation criteria for all aspects of the programme and follow-up mechanisms.

Undertake monitoring of all activities (capacity building, procurement, and skills training activities) to assess effectiveness, efficiency, achievement of results and compliance with procedures.

Develop recommendations on ongoing and future activities, lessons learned, modifications to implementation strategies and arrangements with partners.

Conduct programme/project coordination meetings with the government counterparts, other partners and provide support to field staff.

Effectively represent the PIN in humanitarian platforms related to the reintegration programme such as the cluster working groups for recovery.

Contribute to the preparation of external information materials

Prepare all narrative and financial progress and final reports for the programme.

Perform other duties as may be assigned.

Desirable Qualifications and Experience

a) Advanced university degree preferably in International development or other area relevant to reintegration (political sciences, social work)b) At least two years of relevant operational and field experience (or four years of experience for candidates holding a first level university degree) in project management in the area of return, reintegration and/or recovery and protectionc) Work experience in liaising with governmental authorities, other national/international institutionsd) Experience in managing teams in direct implementatione) Experience in project monitoring and evaluationf) Thorough knowledge and understanding of reintegration of returnee and conflict affected vulnerable groups and community stabilization measuresg) Good understanding of the South Sudanese context, or ability to learn quickly.

Languages

Excellent knowledge of written and spoken English.

Driving skills

Ability to drive all-terrain vehicles and valid and clean driving license would be a plus.
