DUTIES AND RESPONSIBILITIES

The position is located in the Office of Director (OD), Coordination and Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). The Recruitment Officer reports to the Deputy Director in CRD.

Recruitment and placement

(a) Projects and monitors vacant posts of at Headquarters within CRD and in the field and ensures adherence to policies and procedures in filling these posts; (b) Oversees preparation of vacancy announcements both the multiple-duty station vacancies for rostering purposes and single vacancies, reviews applications and provides short-lists to substantive offices; (c) Arranges and conducts interviews for selection of candidates; (d) Reviews recommendation on the selection of candidate by client offices; (e) Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures; (f) Ensures that statistics (e.g. the number of applicants, the number of short-listed candidates, the number of interviews, etc) are kept up to date for record keeping and information sharing purposes and maintains a database of Rostercandidates; (g) Conducts an analysis of Roster candidates and maintains contacts with potential candidates to keep the Roster active and also determine future needs; (h) Participates in the UN Secretariat wide/inter-agency recruitment outreach missions and organizes outreach activities in consultation with other divisions responsible for respective Rosters, and as appropriate discussesrecruitment and other human resources matters for field positions with government officials.

Field staffing and workforce planning

(a) Develops a standardized approach to field staffing within CRD to facilitate the work of the Administrative Services Branch, including identifying staffing priorities taking into account the humanitarian contexts and the work and cost plans of each field unit; (b)Assists Sections in the event of a corporate emergency, enabling effective interaction with OCHA’s recruitment and surgemechanism, such as the Emergency Response Roster and Stand-by Partnership Programme and short-term recruitments to ensure seamless transition from short-term deployment and mid-term and to long term staff deployment; (c) Establishes and maintains field staffing tables for each country office and keep track of staff’s movement for workforce planning / mobility monitoring purposes; (d) Reviews and/or initiates staff contract extension/separation requests against the Cost Plans and clears them for the Director’s signatures; (e) Initiates and maintains a regular telephone conference with the Administrative Office and the Surge Capacity and Logistics Section of OCHA Geneva to maintain an overview of field staffing situation and ensure that there is no gap between short-term deployment to long term deployment; (f) Maintains close dialogues with EO and AO with regard to prioritystaffing cases to find solutions and draft notes/messages on cases requiring attention of the Directors and Management;

Other duties

(a) Advises the Directors on issues relating to field staffing by means of discussion papers, background documents and talking points and provides input to the Director in the management of difficult administrative cases; (b) Follows up on administrative requests with the Administrative Services Branch on behalf of the Director in order to improve operational efficiencies; (c) Provides feedback and consultative advice for staff members on their career prospects/paths and possible functional andgeographical mobility; (d) Conducts research in preparing policy papers, position papers and briefing notes on issues related to examinations and tests; (e) Liaises closely with the Surge Capacity Sections of OCHA Geneva and advocates linkages between surge deployment and staff development.

General

(a) In collaboration with the Administrative Services Branch, proactively contributes to development and implementation of new human resources policies, practices and procedures to meet the evolving needs of the Organization; (b) In consultation with the ASB, monitors and ensures the implementation of human resources policies, practices and procedures; (c) Keeps abreast of developments in various areas of human resources; Prepares reports and participates and/or leads special human resources project; (d) Plans, organizes, manages and supervises the work of the Staffing Team in the Office of the Director, CRD.

QUALIFICATIONS

Experience: A minimum of seven years of combination of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, human resources management especially recruitment for field mission. Experience in a field mission is desirable.

Education: Advanced university degree (Master's degree or equivalent) in political science, public administration, international studies, economics, human resources management or in a related field. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Languages: English and French are the working languages of the United Nations Secretariat. For this post, English and French fluency is required. Fluency of another UN official language is highly desirable.

The Human Resources Department in Médecins Sans Frontières (MSF) Denmark is responsible for International field workers on Danish contracts (expatriates), Office staff and Volunteers associated with the office.

The HR Field unit, which is responsible for expatriates, is looking for a new team member in the position of Recruitment & Career Manager (RCM). The selected candidate will work together with two other RCMs, and will report directly to the Head of HR Field. As Recruitment & Career Manager you will be responsible for ensuring that the best match is attained between open positions in MSF’s projects in the field and the proposed candidates.

Core responsibilities and tasks

Rwanda: Volunteer, Faculty Recruitment & US Institutions, HRH

In Rwanda, CHAI is supporting the development and early implementation of the novel Human Resources for Health (HRH) Program. This Program seeks to develop the health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. The HRH Program aims to significantly increase the quantity and quality of Rwandan clinicians and health sciences educators including: medical doctors, nurses and midwives, and health managers. This unprecedented substantial scale-up will be achieved with the assistance of an unprecedented consortium of 23 highly ranked US academic institutions. Each US school is sending full-time faculty members to Rwanda to help improve teaching, research, curriculum development, and mentorship over a 7-year period. Rwanda’s HRH Program is currently the largest global health training endeavor that engages university level professors working abroad for year-long positions in a developing country. The Government of Rwanda has already established a strong record of success in leading donor-funded health projects of a similar scale and complexity. Responsibilities:

The Faculty Recruitment and US Institutions Volunteer will be working closely with, and supporting the Manager of Faculty Recruitment and US Institutions on the HRH Program. The volunteer will be responsible for supporting high-level relationships with 23 leading US medical, nursing & midwifery, and public health institutions participating in the Rwanda HRH Program. The position requires supporting and interfacing with multiple clinical departments and individuals across each US institution. This role requires a high degree of communication management and facilitation between stakeholders. Specific responsibilities are as follows:

• Support high-level relationships with 23 US institutions in the Rwanda HRH academic consortium of US schools;• Support interfacing with administration, legal, administrative, clinical coordinators, and faculty mentors; • Supports the recruitment of over 100 US faculty members to live and work in Rwanda;• Support communication channels between Rwanda's Ministry of Health and US institutions;• Support monthly conference calls with each specialty group of physicians at US schools to discuss key issues, including: recruitment, challenges facing US faculty in Rwanda, and ongoing improvements for the program;• Support the recruitment of new institutions into the consortium for specialty areas as needed by the Ministry of Health;• Support the development of the recruitment and relationship management information system to improve the overall operation and effectiveness of the program. Qualifications:

Pakistan: National consultant for recruitment and supervision of field staff

  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.The previous national survey to estimate the patterns and prevalence of drug use and addiction in Pakistan was conducted in 2006. A national household drug use survey is in process. This survey will provide updated information on the extent, patterns and trends of drug use with its related social and health problems, providing recommendations on intervention strategies. It will help enhance the capacity of the Government of Pakistan to provide modern and adequate drug prevention treatment and rehabilitation by increasing their situational awareness through the availability of accurate data on drug use in Pakistan. The survey is being carried out by the Pakistan Bureau of Statistics, Statistics Division, Government of Pakistan under the supervision of UNODC and Ministry of Narcotics Control.Interviews from drug users and Key informants are required to conduct to supplement the data collected through the national household survey.
  2. MAIN OBJECTIVES AND DELIVERABLES OF THE PROPOSED ANALYTICAL WORK.Assignment objective: Under supervision from UNODC Pakistan and UNODC Headquarters in Vienna, the consultant will coordinate the recruitment supervision of the interviews in consultation with UNODC. The consultant will be responsible for the hiring of appropriate field staff, management of their field plans, travels and remunerations. The consultant will also take the responsibility of hiring staff for data cleaning and data entry in SPSS. UNODC will provide the methodology and train the staff in context of this survey.

Responsibilities

The incumbent will work closely with the drugs and HIV Adviser and colleagues under the overall supervision of the Representative of the Country Office for Pakistan. The incumbent will undertake the following substantive duties:

• Act as a site coordinator to oversee the work of field staff; • Identify and interview the field staff in consultation with UNODC;• Hire staff and manage field teams across Pakistan;• Gather information about treatment centers in Pakistan• Collect data of prisoners who use drugs from the prisons in selected cities of Pakistan;• Develop field plans and spot lists for the field staff;• Train field staff to identify the drug users and on how to communicate with them;• Train them to conduct a focus group discussion, if required;• Collect the forms from the field staff for data entry and data cleaning;• Send weekly report to UNODC;

Expected Deliverables• The Consultant is expected to produce the following tangible outputs, which will be assessed on the basis of their quality and timely completion:• List of participants;• List of treatment centers• Detailed plan of the field work, to be discussed and agreed with UNODC, assigning responsibilities for each phase of survey work;• A technical report on data collection (15-20 pages) describing the process of supervision, data checking, editing and entering in SPSS format, as well as description of surveyed universes, sample size, sample characteristics, number of interviewers, dates of data collection, response rate, length of interviews and any other information useful to understand the data collection process;• A draft analytical report on field work, in cooperation with UNODC, highlighting the findings and trends identified in conducting the survey.

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS• A professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus at least 4 years of relevant professional experience. • Minimum 10 years relevant professional experience in organizing surveys, mapping, research studies etc• Demonstrated knowledge of drug demand reduction and drafting.• Capacity to analyse needs and formulate recommendations on appropriate responses, including the organization of recommendations into a coherent programme of activities.• Ability to produce concise and actionable advice for executive levels.• Excellent verbal and written communication skills in English. Knowledge of Urdu would be an advantage.• Resilience and an ability to work under pressure.

The proposed timeline shall be included in the technical proposal by the consultant.

Planning and Implementation Arrangements• The consultant will work under supervision of the Representative, UNODC COPAK. The consultant will be required to submit a weekly update on the progress made under the survey to the Drugs and HIV Advisor. A recommended format for reporting will be provided.

Travel costs including transportation and Daily Subsistence Allowance (DSA) for travels will be paid by UNODC in accordance with United Nations rules and procedures

  1. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
