POSITION SUMMARY:

Working under the general direction of the Senior Research Director, the Project Specialist, PMTCT (Prevention of Mother-to-Child Transmission) manages all aspects of ICAP’s scope of work under this UNICEF project. Provides technical assistance and support to Ministries of Health and other local partners in standardizing retention monitoring and evaluation (M&E) in select districts in three countries, including designing PMTCT monitoring tools, supporting development of SOPs to accompany program monitoring tools, curriculum development for training of trainers, program reporting frameworks, including routine data use and data quality assurance procedures. Oversees all project-related data analysis, reporting and dissemination.

This position is grant funded.

MAJOR ACCOUNTABILITIES:

  • Assist with the design, standardization, implementation and evaluation of all aspects related to PMTCT retention including the management of the technical design and delivery of all project deliverables. Contributes technical expertise to the design and development of national PMTCT monitoring tools.

  • Provides direct technical assistance to UNICEF HQ, UNICEF country offices, and implementing partners in the revision of national monitoring tools through on-site visits, facilitation of regional training workshops, and web-based training programs.

  • Leads the analysis of project data and prepares program data dissemination summary reports

  • Serves as the technical link with/liaison UNICEF, Ministries of Health and other collaborating local partners to generate work plans, corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences.

  • Facilitates ICAP’s engagement of partners and consultants to fulfill specific elements of project work plans, and monitor/track the work assignments.

  • Participates as ICAP’s technical lead for routine project planning and evaluation meetings with corresponding UNICEF staff.

  • Assist the Principal Investigator (PI), UNICEF staff, and local collaborators in the generation and presentation of project reports, publications and presentations.

TRAVEL REQUIREMENTS:

EDUCATION:

  • Requires a Bachelor’s degree in related field or the equivalent in a combination of education and directly related experience.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

  • Minimum five (5) years’ experience working on international public health projects, either in the headquarters of an international organization or in developing countries.

  • Demonstrated experience in the design, delivery and evaluation of programs and services for HIV prevention, care and treatment with a focus on PMTCT.

  • Excellent communication, writing and quantitative skills, including demonstrated experience in the development of objectives, operational plans and measurable targets for public health programs and projects.

UNICEF East Asia and Pacific Office is seeking an individual consultant to provide support in development of a Regional Office Position Paper on Leveraging Resources and Results for Children, based on research, mapping and analysis of funding opportunities for child rights in the region, the resources environment and relating these to past performance. The consultant will rely on work already done in some Sections but also delve into newer areas.

Work Assignment:

Under the overall guidance of the Deputy Regional Director, the consultant will:

  1. Research and analyze past funding and results leveraging opportunities for children across the region• Review UNICEF fundraising strategies and action pursued in the past and their results.• Review strategies and actions for wider leveraging of resources for children, and their results.• Analyze recent UNICEF programme funding in the region per source and earmarking.• Analyze trends and patterns in the Other Resources funding across the region, and identify successes & gaps.

  2. Qualifications or Specialized Knowledge/Experience Required:

MAIN DUTIES AND RESPONSIBILITIES:

(A) Mid-Term Review (MTR – Programme) (in chronological order):

  1. Support the design of Core Review Workshops: Under the guidance of Deputy Representative and Chief of Planning, design agenda, dates, presentations, participation and logistics (with admin support) for Core Review Workshops (2 days).

  2. Support the facilitation of Sectoral Programme Review Workshops: Facilitate the 5 Sectoral Programme Review Workshops (YCSD, BEGE, CP, C4D, and SP) (over 2 weeks).

Expected Deliverables and Time line

To conduct this exercise UNICEF will contract an international consultant who has outstanding expertise and experience in this field of work. The international consultant will be based in Sana’a with travel to UNICEF Field Office locations as possible).

The MTR & MTMR timeline will consist of 9 weeks in total (previous preparatory work by the country office is not counted in the consultancy), starting from the agreed date. Throughout the MTR & MTMR process, the consultant will report on progress to the MTR and MTMR Steering Committees every 2 weeks.

The MTR will result in a limited number of strategic, time bound and actionable recommendations that provide future direction to UNICEF’s engagement in Yemen, for the ongoing and the next Country Programme, both short and long term, and include an analysis of resource implications.

The Government and UNICEF will confirm the outcomes of the MTR through a co-signed copy of the full MTR report and, where necessary, an exchange of letters formally amending the relevant and specific contents of the Country Programme Action Plan (CPAP) on the basis of the agreed recommendations contained in the report. Agreed MTR recommendations and formal amendments to the CPAP, will be reflected in the rolling work plans for the subsequent years of the country programme cycle.

The outcomes of the Mid-Term Management Review (MTMR) will be reflected in an MTMR report and will inform the revision –as required- of the Country Programme Management Plan (CPMP) which will be endorsed by Yemen Country Office Senior Management and the UNICEF Regional Office.

The work of the consultant is detailed out in the “Specific Tasks” section of this ToR. The key tasks and deliverables outlined here below are a summary, the international consultant will support the implementation, provide analysis and write all required reports for the MTR & MTMR process under the direct supervision UNICEF’s Chief of Planning with the guidance of the Chief of Operations (on MTMR) and under the overall guidance of UNICEF’s Deputy Representative. Additionally, a detailed timeline of the MTR and MTMR process has been developed (to which these deliverables align) which will be shared and discussed with the consultant upon commencement of the assignment.

• Experience with UNICEF Mid-Term Reviews (MTR) and Mid-Term Management Reviews (MTMR)

• Excellent analytical, conceptual and writing skills;

• Strong facilitation and coordination skills, including participatory group discussion;

Thailand: UNICEF Thailand - Consultancy : Multiple Indicator Cluster Survey

UNICEF Thailand Country Office is seeking an individual consultant to undertake a review and documentation of the lessons learned from the introduction of Tablet PCs Multiple Indicator Cluster Survey round 4 (MICS4) by the National Statistical Office of Thailand (NSO).

Purpose of Assignment:

The consultant is required to undertake a review and documentation of MICS4 lessons learned from the introduction of Tablet PCs for sharing with national and international partners. There are significant lessons to be learned from the innovation by the Thailand National Statistics Office (NSO) of using Tablet PCs to conduct the fieldwork for the MICS4. These lessons will be valuable to key stakeholders in Thailand, including the NSO, line ministries and academia, as well as to a wider global audience.

Work Assignment:

1) Discuss with NSO and UNICEF staff the nature and purpose of the lessons learned review and documentation;2) Develop a workplan and timeline for completion of the review and documentation;3) Review relevant documentation and materials on the introduction of Tablet PCs;4) Develop a key informant interview protocol and conduct data collection from key stakeholders, principally staff of NSO at national and local level, the company which developed MICS4 software, line Ministries involved with MICS4, UNICEF in Thailand, and the UNICEF global MICS4 team; 5) Analyze findings from key informant interview and documents and write a concise report highlighting the major challenges and opportunities encountered in using the Tablet PCs, identifying significant lessons learned for both the NSO and for other organizations in Thailand and internationally who may consider using this technology for large-scale household surveys;6) Provide draft report and presentation for discussion with NSO and UNICEF Thailand;7) Prepare final report of approximately 6000 words in English with Thai translation.

The consultant will be allowed to draw on international consultancy expertise in the technical aspects of migrating data processing from paper-based to Tablet PC based systems, in consultation with the UNICEF global MICS team. The consultant is also expected to travel within Bangkok to conduct interviews with relevant stakeholders.

Purpose of the Position

Under the supervision of the Senior Adviser, Finance, Office of the Comptroller, the incumbent will support the Division in the operational function of the budget, administration and contracting.

The post will focus on management, monitoring and/or support ensuring the due diligence process of the Division in: contractual agreements, IPSAS compliance with respect to accounting for Division's activities, issuance of supply requisitions, statements of work, request for proposals, preparation and submission of CRC documentation, vendor selection, issuance of institutional contracts and LTAs for services. The incumbent will be responsible for producing reports on the status of budgetary allotments, commitments, obligations, variance reports, and preparation of biennium / quadrennial budgets.

Key Expected Results

  1. Budget Management

    • Prepare biennium / quadrennial support budgets for the Division which includes five centrally managed budgets and totaling approximately $19M annually. Based on the desired results established in the OMP, plan the budget in consultation with the DFAM Senior Management Team.
    • Participates in divisional budget review meetings where such estimates are reviewed and discussed; also provides background materials as required.
    • Advise the Senior Adviser of the budget implementation and alignment of budgets with the divisional work plan.
    • Monitor administrative and budgetary transactions, ensuring applicable financial rules, regulations, policies and procedures are followed.
    • Supervise the accurate and timely processing of invoices.
    • Monitor financial transactions and accounting reports to ensure accurate and up-to-date financial information. Review expenditures and commitments against each cost center. Prepare status of budgetary allotment reports for submission to DFAM Senior Management Team. Identify and document deviations from planned budgets and proposes solutions to keep expenditures within approved budgets. Take corrective action(s) as necessary.
    • Responsible for ensuring Division meets monthly / annual year end closure requirements.
    • Monitor and track all expenditures related to capital improvement projects, report expenditures to Accounts as per IPSAS requirements.
    • Delegate funds to other business areas and monitors usage and recovery
    • Assist the Division in the billing and reimbursement of funds for services requested by other business areas and performed by third parties / vendors.
    • Manage Sales Tax Exemption Certificates.
  2. Procurement of Supplies, Equipment and Contracts Administration

    • In accordance with the Supply Division (SD) guidelines, responsible for preparing the Division's submissions to the Contracts Review Committee (CRC) for institutional / corporate contracts for services in excess of $1OOK. Prepare contracts for approved CRC submissions.
    • Prepare contractual agreements for all other contracts: goods, individual contractors, consultants and institutional / corporate contracts, ensuring compliance with applicable regulations, rules and policy.
    • Support the section in developing statement of works (SOWs), Terms of Reference (TORs) and request for proposals (RFPs). In consultation with SD, be responsible for the issuance and receipt of invitations to bid (ITBs) and the process of identification of acceptable suppliers.
    • Manage and participate in technical and commercial evaluation of bids with respect to delivery performance, product acceptability and commercial acceptability; prepare Long-Term Arrangements (LTAs), where necessary; create contracts in SAP and finalize purchase orders with vendors.
    • Coordinate the preparation and monitoring of the section's supply plans, based on the OMP and special projects. Prepare and manage the issuance of supply requisitions.
    • Lead in the process of office supplies and equipment acquisition and monitoring.

3.Administrative Support: - Facilitate the timely renewal of NYHQ insurance policies: NYHQ Property and Terrorism Insurance Programs, General Liability Insurance policies for Secaucus Records Center, Air Travel Insurance policy, NYHQ Motor Vehicle Insurance policy and Global Third Party Motor Vehicle Insurance Policy; support Field Services in the renewal of Property Insurance for selected Field Offices. - Manage lease agreements for all NYHQ premises: UNICEF House and Secaucus Records Center. Ensure capital (finance) lease accounting is performed accurately. - Facilitate the expense allocation of the United Nations Task Team on Common Premises (TTCP); prepare expense report for expenditures incurred by UNICEF on behalf of the TTCP; when requested, prepare quarterly consolidated bill for reimbursement by agencies. Bill agencies for monies due to UNICEF; follow up regarding receipt of payments and instruct Cashier's Office in the correct recording of funds received. - Develop and maintain Divisional standard operating procedures in relation to administrative and financial management. - Any other duties that may be assigned by the Comptroller and/or Deputy Directors DFAM.

Qualifications of Successful Candidate

  • First-level university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s).* Specialized training in IPSAS and SAP or other ERP systems is considered an asset.

  • A first-level university degree from an unrelated technical field, in conjunction with a valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution may be taken into consideration.

  • A minimum of two (2) years of relevant hands-on experience at the national and international levels in financial and contract management, budgeting and budget management is required

  3. Security and Safety Premises

    • Member of DFAM Essential and Critical staff for response to all phases of Emergencies at NYHQ.
    • Provides technical expertise in the operation and the mechanical maintenance of electronic security systems, Video Surveillance, doors, exit signs, card readers at 3 UN Plaza Building, 633 TA and NJ Warehouse.
    • Ensures that operating procedures, safety regulations and fire and safety codes are adhered to by staff and outside contractors. Provides input for new and improved ways to safety practices and procedures.
    • Reviews floor plans for compliance with Building Fire and Safety codes.

  4. Design, Specification and Installation of Furniture

    • In conjunction with Facilities Services Specialist recommends design and specification of furniture in line with UN standardization in terms of space, flexibility and ergonomics. Coordinates delivery and installation with vendors.
    • Manages all requests for furniture. Suggests furniture layout that works best for given space.

Purpose of the Position

The Systems Analyst: Connectivity, Communication and Collaboration is the Senior Architect responsible for ensuring that UNICEF makes an efficient and effective use of public and private Clouds in the areas of communications and collaboration. He/She collaborates with ITSS IT Operations as he/she devises strategies for the continued monitoring, maintenance and support of the global network components, connectivity solutions and communication and collaboration services.

He/She is responsible and accountable for the optimization of UNICEF global network for the purpose of accessing the private and public clouds services used by UNICEF. He/She architects, standardizes, designs and oversee the implementation of innovative private/public cloud based communication and collaboration solutions, which include messaging, udio, video and web conferencing, advanced telephony, presence management, social networking, etc.

The Systems Analyst: Connectivity, Communication and Collaboration Works with UNICEF Programmes, Global Innovations, Regional Offices and Country Offices to leverage connectivity, communications, data collection and collaboration solutions for UNICEF Programme deliverables. He/She provides advice, guidelines and recommendations for optimal use of technology in pioneering activities with UNICEF Programme.

He/She participates in area relevant to his/her domain of expertise in the networks to which UNICEF participates. He/she foster Architecture Centers of Excellence outside NYHQ.

The Systems Analyst: Connectivity, Communication and Collaboration inputs are UNICEF business requirements, user needs, regulatory compliance, as well as an excellent knowledge of the market that he/she keeps up to date. His/her main partners are representatives of UNICEF business sections, Field ICT Experts, UNICEF Innovations Teams, UNICEF Legal counsel, TA`s Senior Architects, as well as other ITSS section experts.

Key Expected Results

  1. Analyze UNICEF business and regulatory compliance requirements, user needs and latest innovations (including UNICEF`s) in connectivity, communication and collaboration.

  2. Maintain public/private cloud architectural patterns expertise so that connectivity, availability, scalability, reliability, regulations and security considerations are fully assessed when addressing UNICEF connectivity, communication and collaboration needs.

  3. Strategize, architect, standardize design and oversee the implementation of a portfolio of novel communication and collaboration services that respond to the analyzed requirements. Architect, design, standardize and oversees the implementation of innovative connectivity solutions that support the portfolio of communication and collaboration services.

  4. Analyze technical, legal and commercial value of using private/public cloud services to extend new and existing communication and collaboration system lifespan and functionalities, most notably in the area of advanced telephony.

  5. Engage UNICEF Programs, Regional and Country Offices, UNICEF innovation groups for providing guidelines and recommendations for optimal use of technology. Assist in architecting and designing innovative connectivity solutions, communication and collaboration services geared towards Development through technology.

  6. Monitors innovations and technology trends and tendencies in the UN system, with a particular attention to OneUN and DeliverAsOne initiatives. Adjust accordingly the connectivity solutions and the communication and collaboration portfolio of services.

  7. Re-architect the UNICEF global networks, standardize network components in order to optimally deliver the envisioned connectivity solutions. Oversee the implementation. Deliver control interfaces to the IT Operations section and assist them in the release process. Perform third line support on all the product, solutions and service architected.

  8. Produce analysis and design documentation, Architecture Statements and other project artifacts, as required by ITSS PMO methodology. Mentor project team members in the core technology areas pertaining to connectivity, communication and collaboration.

  9. Oversee the establishment of standards in the area of connectivity, communication and collaboration for both UNICEF and OneUN initiatives.

  10. Engage in external, internal and interagency forums whether technical or non-technical to demonstrate thought leadership. Participate in relevant UNICEF social media.

  11. Foster Architecture Centers of Excellence outside NYHQ. Ensure knowledge transfer to ICT Service Center technical personnel.

  12. Oversees consultant activities.

Qualifications of Successful Candidate

  • Advanced university degree in computer science, information systems, or directly related technical field(s). Specialized training in the fields broadly applicable to the job is an asset.

  • Minimum of eight years of relevant work experience in network analysis, design, architecture development, implementation and monitoring, of which at least 3 years of previous experience with unified communication, online collaboration services, preferably cloud-based. Previous work experience in the area of network connectivity, unified communication, online collaboration for ICT4D programs in a developing country is highly desirable.

    • Previous experience of working with cross-functional projects is also highly desirable. Previous hands-on experience with Cloud services, including IaaS, PaaS and SaaS is considered desirable. Previous experience with Office 365 and/or Azure is considered an asset.

    • Previous hands on experience in a supervisory/managerial capacity would be an asset.

    • Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.

The UNICEF Togo Country Office (CO) requires additional capacity to support the overall strengthening of the quality of reports produced and support the Country Office’s programme sections in the production of quality proposals – especially when they are required to be written in English.

Description of responsibilities:The consultant will• Support the Country Office in reviewing the quality of the documents produced in accordance to results based management principles.• Quality review and editing of donor proposals and reports including verification of data and financial tables• Support the sections in preparing Human Interest stories and other documents for broad dissemination • Support the sections in preparing SitReps and other documents for the information of headquarters and regional office • Document the Gvmt of Togo – UNICEF strategy meeting and edit documents related to the Programme cycle

The consultant will work in close collaboration with all staff members and provide support in the preparation/editing of documents relevant to the implementation of the fundraising strategy. UNICEF CO will ensure that the consultant gets programme and field exposure to ensure familiarity with the components of the Government of Togo-UNICEF Country Programme (Child Survival, Education, Social Policy, Monitoring and Evaluation, Advocacy) .

Profile: Togo CO is looking for a young professional with a Master degree in Social Sciences or a Masters in any other area relevant to UNICEF’s work. The candidate will have excellent English writing skills and preferably also good French writing skills – with a capacity to easily translate documents (French towards English) and to check data and financial reports.No prior field experience required but capacity to adapt to a multicultural environment and work as part of a team

Duration:6 months: 1st November 2012 – 30 April 2013

Fees: Monthly lump sum of USD 2,500/month inclusive of per diem
