Consultantcy : Developing a UNICEF EAPRO Position Paper for Leveraging Results and Resources for Children

UNICEF East Asia and Pacific Office is seeking an individual consultant to provide support in development of a Regional Office Position Paper on Leveraging Resources and Results for Children, based on research, mapping and analysis of funding opportunities for child rights in the region, the resources environment and relating these to past performance. The consultant will rely on work already done in some Sections but also delve into newer areas.

Work Assignment:

Under the overall guidance of the Deputy Regional Director, the consultant will:

  1. Research and analyze past funding and results leveraging opportunities for children across the region• Review UNICEF fundraising strategies and action pursued in the past and their results.• Review strategies and actions for wider leveraging of resources for children, and their results.• Analyze recent UNICEF programme funding in the region per source and earmarking.• Analyze trends and patterns in the Other Resources funding across the region, and identify successes & gaps.

  2. Analyze trends in the resource environment• Analyze key changes in the resources landscape in the region, includingo trends in major bilateral ODA policies and prioritieso trends in global/regional partnerships, national committeeso new partnerso trends in the private sector • Analyze global and country specific factors, including:o major bilateral ODA policies and prioritieso global/regional partnershipso National Committeeso the private sector.

  3. Draft a Regional Office Position Paper on Leveraging Resources and Results for ChildrenBased on the above analysis, available data and current documents available in the different Regional Office Sections, prepare a draft paper that outlines the RO’s key roles leveraging resources and results for children:• Propose objectives for leveraging results and resources for children in the UNICEF East Asia and Pacific region.• Articulate UNICEF’s and the UNICEF RO’s comparative advantage

• Prepare a mapping of donor and partner presence and support, interests and opportunities, identifying windows for RO engagement and strategic/catalytic resource leveraging, including with and through donor governments and private sector, National Committees, social media…. • Identify key areas for RO engagement in resource mobilization with current and emerging donors• Define modalities that will enable UNICEF to better leverage regional-level, in-country government and private sector resources for children, particularly in the MICs• Develop indicators to monitor progress and assess performance in leveraging results and resources for children in the region (MICs and other countries).

Work Schedule :5 days -Desk review of available information and data at consultant’s work place;15 days- Complete an analysis and present a draft document at UNICEF Regional Office in Bangkok; (The draft will be circulated 2 to 3 weeks for comments)20 days - Prepare a second draft based on feedback received and finalize the document.

Deliverables:

Final Regional Position Paper for 2014-2018 for UNICEF East Asia and Pacific Regional Office, within 10 weeks of start of contract.

Estimated Duration of Contract:

40 working days within 10 weeks - starting 9 October 2013

Qualifications or Specialized Knowledge/Experience Required:

• Advanced university degree in social sciences, public administration, business administration, international relations, international finance, communication or other relevant discipline.• Minimum ten years of progressively responsible professional work experience at national and international levels in social development including in management, advocacy, monitoring and evaluation.• Understanding of government policies, including ODA policies, guidelines, legislation and strategies related to fund-raising.• Understanding of strategies, frameworks and modalities for implementation of bilateral assistance programmes, including relations to UNDAFs and UNICEF Country Programmes.• Knowledge of UNICEF’s financial rules and regulations and fund-raising strategy.• Strong writing and presentation skills, and ability to communicate in a clear and concise manner• Work experience on aspects of resource mobilization in East Asia and the Pacific, preferably with a UN agency, will be an asset
