The Grants & Contracts Manager is part of the Country Finance Team and reports to the Finance Director. S/he will work closely with colleagues based in South Sudan as well as with Internews HQ in the US. This is a hybrid position for which applicants are expected to possess good knowledge of Program (50%) & Finance (50%), both.

Responsibilities and Tasks:

  • Manage of grants, contracts and sub grants.
  • Manage the update of new and existing sub-grantees/subcontractors including milestones, outputs, beneficiary numbers and any other document changes that are necessary.
  • Initiate discussions with new partners as applicable and determined by line manager.
  • Work with finance/program staff and HQ in US to complete interim and final reports for on-going projects including review, compilation and editing.
  • Ensure compliance with internal reporting requirements, including having the correct sign off for both reports and proposals from Juba and HQ.
  • Provide the logistics department with guidance on logistical requirements of new and existing contracts.
  • Organize and prepare for Grants Opening Meetings and Grants Closing Meetings.
  • Ensure that Contractors/Sub grantees get timely disbursement.
  • To actively participate in external coordination meetings for finance that exist in the country
  • Good knowledge of Budget realignment, No cost Extension, Budget codes, Budget holders, Grants based allocation of resources etc.
  • To contribute to representation and technical discussion needed for donors
  • Improve grants management systems, including support to programme management (spending and procurement plans), improving deadlines overviews, and reference material (grants factsheets).
  • Develop Contracts, Grants & subgrants database and payment / performance tracker.
  • Build capacity of local partners in reporting, financial management, and other relevant tasks.

Skills & Experience:

  • University degree in Finance / Economics / Business Management / Development Studies / Humanitarian crisis etc.
  • Excellent knowledge and practical exposure of managing independently: Grants, Contracts & Sub-grants.
  • At least 4 years of relevant working experience with an international NGO in emergency/humanitarian contexts
  • At least 4 years experience with international donor procedures (USAID, UN, EU & DFID).
  • Knowledge and practical exposure of USAID assistance award (22 CFR 226/228, A110, A122, A133, Reporting SFs & Quarterly Accrual Pipeline Report).
  • Experience of managing grants under contracts.
  • Ability to work with minimal supervision; ability to work under pressure and to respect often tight deadlines;
  • Strong analytical, training, oral and written communication, and team-building skills;
  • Ability to effectively manage a variety of internal and external relationships, including relationships with donors;
  • Excellent fluency in English (professional): writing and speaking.
  • Good management and representation competencies.
  • Prior experience with capacity building of program & finance staff
  • Proven ability to work in multi-donor short term contract situations and ability to effectively juggle priorities to meet the needs of the mission

POSITION SUMMARY:

Reporting to the Senior Grants Manager, Strategies and Partnerships, the Grants Manager supports the effective/efficient administrative of a portfolio of domestic and international research awards from a range of donors, including NIH, USAID, CDC and private foundations, throughout the entire award life-cycle, from pre-award to closeout-out, focusing on regulatory compliance, assessment and mitigation of business risk, and enforcement of policies and procedures. MAJOR RESPONSIBILITIES:

  • Assists in the development and delivery of on-site and off-site training of ICAP staff in NY and field offices; serves as facilitator/presenter at learning sessions on specialized topics, participates/moderates discussions within the grant/contract community of practice.

  • Coordinates assigned award close-out, including planning, executing and providing technical assistance to headquarters and country offices.

  • Develops/maintains up-to-date knowledge of federal grants and contracts rules/regulations with an emphasis on proposal guidelines and systems, policies and procedures.

Organizational Setting:
The Mae Tao Clinic (MTC) is an internationally renowned community-based organisation (CBO) that provides and advocates for an equitable and essential health system, education and protection for vulnerable and displaced people living in the Thai-Burma border area and Eastern Burma. MTC addresses the needs and human rights of these people through comprehensive programs and a collaborative approach with local, national, international and government bodies.

Role Summary:
The Fundraising & Grants Manager is responsible for increasing and diversifying annual income of approximately $4 million from a range of donors, including government, INGOs, private foundations and individuals.

Managing grants means the overall management of donor relations, communications and funding, ensuring compliance with grant agreements and fulfilment of donor needs.

The Fundraising & Grants Manager reports to the Deputy Director – Operations, but also works constantly with all the senior management team.

Working week and location:
The role requires you to work Monday to Friday 9–5, but due to the nature of some donors and other demands, it can mean working outside these hours.

The role is based in Mae Sot, Thailand. There are occasional requirements to travel in Thailand, and potentially in the region for donor liaison.

Role & Responsibilities:

• Work closely with programme and data staff to develop project plans and indicators of achievement; prepare narrative programme and project proposals and logical frameworks

• Strengthen monitoring and reporting systems to deliver quality project, programme and annual reports

• Improve and maintain MTC communications through the website, social media and other materials

• Collaborate closely with the finance department to assess the funding status and to ensure coherence between financial and narrative reports and proposals

• Conduct prospect research, expand online fundraising and cultivate high-net worth individuals to increase the donor base

• Build capacity of staff to improve fundraising, communications and grant management skills at local level

Qualifications & Experience:

• University graduation in an applicable discipline with at least three to five years related experience or an equivalent combination of education, training and experience

Context:Under the overall guidance of the Chief of Mission in Kabul, and under the direct supervision of the Community Cohesion Initiative (CCI) Programme Manager, the successful candidate will be responsible for organizing, tracking and managing all aspects of the grant cycle, ensuring the thorough administration of all grant requirements from nomination, to approval and monitoring. The Grants Manager will oversee all aspects of the donor-provided grant activity database as a means of tracking each grant from start-up through to close out. The Grants Manager will be the principle administrator of CCI grant activities, with the overall responsibility of ensuring that grant content and process consistently meet programme objectives, and IOM standards. The successful candidate will strengthen and maintain the necessary administrative structures and inter-departmental processes, both within the programme office and between the programme and IOM Afghanistan, in order to ensure grant transparency, smooth implementation, reporting, requisite controls and monitoring.

The CCI programme is funded by the Office of Transition Initiatives (OTI). Through CCI, IOMseeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. This is done by strengthening ties between and among local actors, customary governance structures, and the local government authorities. To achieve these objectives, CCI will design and implement small-grant activities through a process-oriented, community driven approach and will emphasize project processes. The IOM/CCI programme will be primarily focused in the North and West of Afghanistan.

Core Functions/Responsibilities:1. Oversee the rapid development, tracking and control of grant ideas and approved grant activities and supervise the staff of the Grants Unit.2. Produce reports and run queries on the database in a rapid fashion as requested by the Programme Manager and/or Coordinators; develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management.13. Monitor and maintain a full inventory of costs for each specific grant in the region; coordinate closely with the finance and procurement teams on grant and programme financial reporting.14.   • Overhaul HRTK proposal templates and standard language and maintain up-to-date capability statements.

CAPACITY BUILDING:

  • Together with HIAS HQ, HRTK Trustees and Country Director, develop and strengthen the HRTK board;

JOB PURPOSE
The International Programmes Team’s key objective is to enable the organisation to increase and improve the quantity and quality of support to beneficiaries by ensuring sustained programme funding. Regional Grant Officers (RGOs) are central to this work. RGOs:
• Provide support to country field offices in relation to quality reporting and donor requirements during programme implementation

TASKS AND RESPONSIBILITIES
A. Contribute to Project Cycle Management

Context and BackgroundMali has descended into an unprecedented humanitarian crisis since January 2012 following the insurgency by the National Movement for the liberation for the Azawad (MNLA), an organization fighting to make Azawad (Northern Mali) an independent homeland for the Tuareg people. MNLA, initially supported by Islamist groups – the biggest being Ansar Dine - took advantage of a military coup in Bamako to take control, over a few days in April 2012, of the 3 Northern regions (Timbuktu, Kidal and Gao). By July 2012, Ansar Dine and other Islamist groups had routed the MNLA and effectively taken control of the North leading to massive population displacements with 227,206 IDPs within Mali and a total of 140,000 refugees in neighbouring countries (Burkina Faso, Niger and Mauritania). The conflict and ensuing displacement has severely disrupted an already stretched and underfunded health Malie system both in areas directly affected by the conflict (North and Central regions) and in IDP host areas (including Bamako).

Given reports that humanitarian health needs in the North and Centre of the country were not being met, Merlin dispatched an assessment mission to Mali to design a humanitarian response programme over the next few weeks. It is expected that funding for a health/nutrition response in Northern and/or Central Mali will be available from April 2013. While the security and humanitarian access situation in Northern Mali remains very tense, it is improving, allowing enhanced humanitarian operations. Main purpose of the roleThe Grants Coordinator is responsible for documentation, reporting, for fund raising, supporting the CD in managing donor relationship, streamline compliance and grants management processes of the country program. This position is part of the Team responsible for the overall management, strategic planning and vision of Merlin in the Mali. The Grants Coordinator provides guidance and training to support staff and the field teams in the development and management of all proposals, reports, donor relations and compliance. S/He is the main point of contact for all information and documentation related to Merlin grants in Mali, particularly for donors. S/He will work in close collaboration with the CMT.

The role works closely with the Country Director, also based in Bamako, to ensure that effective grant management is being carried. Together with the Country Director, the Grants Coordinator is ultimately responsible for assuring full donor compliance of closed, running and future projects implemented by Merlin Mali.
