Background:
Designed to support growth of the SME sector and to create jobs, the Assistance in Building Afghanistan by Developing Enterprises (ABADE) Program will assist SMEs with additional capital, better planning, appropriate equipment and technologies, better management skills and business specific skills, innovative supporting alliances, and facilitating a business environment conducive to SME growth. ABADE’s three components are designed to increase the productivity and investment potential of SMEs in Afghanistan and to improve Afghanistan’s business enabling environment.
General Objectives:
The Grants Manager will support the Deputy Chief of Party, the Component 1 Team Lead and the Contracts and Compliance Manager in overseeing the approval and disbursement of sub-grants to new and existing enterprises with good prospects for growth and employment. This includes conducting due diligence on prospective grantees; administration of the grant portfolio, ensuring compliance with grant conditions and U.S. Government regulations; and other activities that will enhance the success of this program.
Specific Duties to Include:
•Finalize and submit award agreements to USAID for approval.
•Assist with the implementation of sub-awards in coordination with regional teams, procurement personnel, and technical assistance teams.
•Have primary responsibility for reporting on award implementation progress, outcomes, and success stories; and for tracking indicators and outcomes for monitoring and evaluation and reporting purposes.
•Duties as assigned.
Experience and Qualifications:
•3-5 years of experience in managing sub recipients within the framework of USAID funded programs.
•Knowledge of USAID rules and regulations for sub-grants required.
•Knowledge of grant related compliance procedures and familiarity with 22CFR, ADS 303 and 312 required. Bachelor’s degree required, preferably in business related field.
•Experience working with small and medium enterprises in a developing country context preferred.
•Demonstrated leadership and integrity.
•Demonstrated ability to work with and manage local national staff.
•Experience working in Afghanistan or similar challenging environment preferred.
