Save the Children UK and the Global Education Cluster is currently recruiting a consultant with experience in humanitarian financing, preferably with an education focus, to undertake an in-depth review of how education in emergencies is funded and the extent of the current financing gap.

The start date for this consultancy is the week beginning 28 April 2014 and is for a period of 17.5 days. The consultancy is in two parts:

The first deliverable of this consultancy is to develop a 2013 update to the Global Education Cluster’s Education Cannot Wait: Humanitarian Funding is Failing Childrenbriefing (ECW 2012 briefing). Please see

This deliverable is expected to take 5 days and is due on or before Friday 9th May 2014.

The second deliverable of this consultancy is to expand on the work above to undertake a more in-depth scoping exercise of how education in emergencies is currently funded (through key informant interviews and desk-based research) and produce a report that summarises findings and makes recommendations for an improved funding architecture for education in emergencies. This deliverable is expected to take 12.5 days and is due on or before Friday 13th June 2014.

Responsibilities

Driving Innovation

• Identify solutions for improving product formulation and food supply chains for lower cost and increased nutrition impact.
• Develop partnerships with key actors to establish better supply chains and quality of food and products supplied in emergencies, including work in areas such as local production, improved effectiveness and efficiency of QA/QC processes and resources, and lower cost solutions.
• Work with key implementing partners, such as government, UN Agencies and NGOs, to improve policies, standards that, for example, support the resilience and preparedness of local markets, as well as their maintenance during humanitarian crises.
• Work with the private sector to develop new technologies that support better nutrition in emergencies.
• Establish platforms which incentivize the private sector to develop appropriate technologies (e.g. applications such as containerized units which are small-scale, decentralized, energy-efficient, environmentally sound and locally controlled).
• Leverage various market mechanisms such as improved implementation of voucher programs to help relieve immediate sources of deprivation at the household level, ensure the foods received by beneficiaries is of high quality and promote dietary diversification by increasing purchasing power as a complement to direct food security and/or nutrition interventions.
• Support new product formulations for target populations in acute and protracted emergencies.

Strategic Management

• Collaborate closely with GAIN’s Senior Manager for Food Quality, Safety and Procurement to expand a certification process for various foods and supplies used in lipid-based nutrient supplements (LNS), high energy biscuits, water purification tablets, fortified blended foods (e.g. corn-soya blend) and fortified staples and condiments which are used in emergency food baskets.
• Manage a technical assistance facility, which builds quality capacity along the value chain in emergency contexts.
• Work closely with other Initiative Directors leading one of six key domain areas at GAIN.

Resource Mobilization

• Conceptualise solutions to improve nutrition in both acute and protracted emergency contexts.
• Track new funding opportunities in the relief and emergency sector.
• Develop winning proposals for submission to donors, trusts, foundations, the food industry and government.

Experience

• Minimum of 10 years of experience in nutrition, relief and development work of which 5 should be in a humanitarian context.
• Experience selecting suppliers and managing supplier relationships.
• Able to manage a team of senior contributors, including those managing small teams. Experience of managing remotely would be an important advantage
• Experience in creating new programs and leveraging commitments from partners and donors.
• Experience in the development and implementation of training programs and capacity building initiatives.
• Strong experience in project design, proposal writing and winning new funds.

Skills & Attributes

• Ability to liaise with and build good working relationships within the nutrition sector, including with national government bodies, delivery agencies, the private sector and various other stakeholders, including other INGOs and UN-agencies.

TERMS OF REFERENCE

Metrics for Life Skills Education in Formal and Non-Formal Contexts

  1. Background InformationIn 2012 UNICEF commissioned a Global Evaluation of Life Skills Education to consider life skills education (LSE) initiatives and assess them for relevance, coverage, efficiency, effectiveness and sustainability and to consider UNICEF’s role and additionally in support of them, recognizing that UNICEF has been an advocate for life skills education and a source of support in many countries. The evaluation was also tasked with identifying lessons and making recommendations for UNICEF and partners.

The evaluation put forth a number of recommendations to address barriers, bottlenecks and applied lessons-learned to ensure quality, sustainability and scaling up of LSE. One key recommendation encouraged UNICEF to develop LSE metrics at the individual, school and national level. Those metrics should harmonize and enhance global efforts to measure learning and learning opportunities at the international (the Learning Metrics Taskforce and the FRESH consortium) and regional levels (the Southern and Eastern Africa Consortium for Monitoring the Educational Quality). Metrics should also provide UNICEF country offices a reference by which to gauge effectiveness, support progress, and improve outcomes for children. Developing metrics should involve a collaborative process—drawing from the knowledge base within UNICEF, UNICEF partners and thought leaders.

Another key recommendation relates to LSE interventions in non-formal education. Non-formal LSE interventions generally target out-of-school and other vulnerable populations yet the Evaluation found coordination with the formal educational system to be weak or non-existent. This represents a lost opportunity to determine LSE coverage at the national level, cross-pollinate between formal and non-formal LSE approaches and measure learning outcomes across population groups. Filling these gaps will require a more nuanced understanding of non-formal modalities and appropriate guidance and standards for each.

Global measurement efforts are currently expanding the concept of learning to include a wide range of skills. In addition to the foundational skills of literacy and numeracy, a more inclusive concept of learning—one that encompasses social and emotional learning (SEL); creativity, innovation and other skills for the 21st Century; and the cognitive and metacognitive architecture of learning—is emerging. UNICEF sees effective measurement of life skills education as both critical to and complementary of international measurement of learning as well as a broader range of outcomes for children.

  1. Purpose:

Through this consultancy UNICEF will develop metrics for life skills education at the individual, school and country level in the following areas: access, policy and planning, curriculum and instruction, safe learning environments and assessment. Cross-cutting areas will also be identified. This undertaking will involve two parallel processes: establishing an internal Working Group to propose appropriate metrics and coordinating a Reference Group to guide and comment on metrics. Both these processes will incorporate results from complementary research about social and emotional learning as well as social norms related to LSE. They will build from and harmonize with the Learning Metrics Task Force, FRESH and related initiatives while drawing from UNICEF’s deep knowledge base in LSE programming. The consultancy will also identify appropriate ways to share information and broaden the discussion between members of the Reference and Working Groups and other interested groups.

In addition, this consultancy will deepen our understanding how LSE operates in both formal and non-formal contexts and identify ways to improve coordination at the national level. This undertaken is particularly important to equity and ensuring that out-of-school children, including adolescents who have left or completed primary, access high-quality life skills education.

General Conditions of Contracts for the Services of Consultants / Individual Contractors

  1. Legal StatusThe individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfil the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

  2. ObligationsThe Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

  1. Title rightsUNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

  2. TravelIf UNICEF determines that the Contractor needs to travel in order to perform this contract, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract, on the following basis: (a) UNICEF will pay for travel in economy class via the most direct and economical route; provided however that in exceptional circumstances, such as for medical reasons, travel in business class may be approved by UNICEF on a case-by-case basis.
    (b) UNICEF will reimburse the Contractor for out-of-pocket expenses associated with such travel by paying an amount equivalent to the daily subsistence allowance that would be paid to staff members undertaking similar travel for official purposes.

  3. Statement of good healthBefore commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

  4. InsuranceThe Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

  5. Service incurred death, injury or illness If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

  6. Arbitration(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.
    (b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

  7. Penalties for UnderperformancePayment of fees to the Contractor under this contractor, including each instalment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

  8. Termination of ContractThis contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. If this contract is terminated in accordance with this paragraph 10, the Contractor shall be paid on a pro rata basis determined by UNICEF for the actual amount of work performed to UNICEF’s satisfaction at the time of termination. UNICEF will also pay any outstanding reimbursement claims related to travel by the Contractor. Any additional costs incurred by UNICEF resulting from the termination of the contract by either party may be withheld from any amount otherwise due to the Contractor under this paragraph 10.

  9. TaxationUNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor

Nonviolent Peaceforce (NP) is a dynamic international, non-governmental organization which works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians.

In South Sudan, NP has 9 field teams in 6 states, providing thematically focused protection programming in child protection, gender based violence protection and prevention, displacement (IDPs, refugees and returnees, inter-communal violence reduction and conflict early warning/early response). This young country programme is growing rapidly responding to the dynamic, high needs environment in South Sudan.

We are looking for experienced and enthusiastic CPiE specialists to embed in a mobile, emergency response team serving conflict-affected communities in the restive Jonglei State. You have experience working in rapidly changing environments, working and living in remote locations and are able to proactively work with little supervision. You have a genuine commitment to the protection of children and working at the community level with a focus on supporting and working through local structures. You can easily identify vulnerabilities and the needs of children affected by conflict and are able to design rapid response strategies for locations with limited facilities. You are skilled at mobilizing community support and are willing to both design and directly implement programming. You have experience with identifying unaccompanied and separated children, Family Tracing and Reunification, setting up foster-care arrangements within communities and enhancing protective environments for conflict affected children.

You are someone who is skilled at building trusting relationships across differences and facilitating dialogue. You are someone who is not deterred by the complexity of conflict; you are able to analyze conflict dynamics and the impact of conflict on children; you are motivated and unendingly persistent in finding and implementing protection and violence prevention strategies. You will be responsible for working together with other protection international and national colleagues to directly implement the project and to participate in reporting and documentation. You know that in displacement settings, violence and physical insecurity significantly increases and that children repeatedly bare the brunt of the impact. You are comfortable living and working in a remote, physically demanding environment, living full time in a tented compound environment with can enjoy a simple diet.

The successful candidate combines creativity, innovation and demonstrated knowledge of child protection, child protection in emergencies and violence prevention. JOB PURPOSE:

As a member of NP’s mobile Jonglei Emergency Team (JET), the Child Protection in Emergencies Specialist will identifying CPiE needs, making response recommendations and lead implementation of CPiE programming in emergency locations.

KEY OBJECTIVES/RESPONSIBILITIES:

• Assess risks and vulnerabilities for children in emergency conflict affected and displacement settings in Jonglei State
• Provide training in CPiE/CRNA tools for community members and local partners
• Produce and submit assessment reports and recommendations to the state level Child Protection Working Group
• Lead development of strategic response plans for CPiE
• Conduct emergency FTR in remote locations
• Coordinate and facilitate enhanced protective environments for conflict affected children
• Organize and arrange for suitable foster care families for separated and unaccompanied children
• Identify and report the presence of CAAFG to relevant partners and authorities, participate in response and support strategies for appropriate response

• In partnership with JET Monitors all protection issues and coordinates with concerned local authorities and NGO to ensure that relevant protection partners are fully informed on the situation of refugees in the region;
• Provide protection services at registration, distributions and transit points, with specific focus of supporting vulnerable children (child headed households, children without appropriate care, wounded/ill children etc)

QUALIFICATIONS AND COMPETENCIES:

A. Education, Knowledge and Experience

• Post secondary education and/or training in child protection, child protection in emergencies, social work, community mobilization or similar
• 3 -5 years’ work experience in child protection in humanitarian settings, with specific experience in programming in emergency context
• Demonstrated successful experience in working in complex security environment.
• Demonstrated experience working with civil authorities, UN agencies, partner organizations, state and non-state armed actors, negotiation and mediation
• Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations
• Demonstrated ability to analyze conflict, security and political contexts and the impact of such on the safety and security of children

C. Other Specialized Requirements

• This posting is physically demanding. The team is mobile, traveling to various emergency locations (generally conflict related emergencies however at times emergencies arising from natural disasters such as flooding or famine) as access permits and needs demand, living in tents, with no electricity or running water with limited access to communication infrastructre. Some of the accompaniment work will require walking through rough terrain for 6-8 hours in a day.
• This field site is a complex security environment where conditions change rapidly – experience in insecure environments is essential to success in this position
• Ability to contribute to setting camp, outdoor skills, water purification, establishing basic santitation and security, basic maintenance skills
• Arabic language skills considered a significant asset

Required Qualifications and Expertise:

  • Advanced university degree in Social Sciences and/or Development.

The regional Office of Plan in West Africa is looking for a Regional Child Protection in Emergencies Specialist to ensure child-centered DRR initiatives strengthen the capacity of children, youth and communities in protecting children through partnerships and linkages with appropriate actors. S/He will ensure that Plan Country Strategic Plans and Country Programs and overall Plan’s Child-Centered Community Development (CCCD) approach is reflected in child protection in disaster preparedness and response programs.

Under the supervision of Regional DRM Manager, the Regional Child Protection in Emergencies Specialist will support child protection in emergencies programming in WARO countries in accordance with Plan DRM strategy and in compliance with the DRM Policy.

  • At least five years’ experience working for a reputable international humanitarian and development organization in emergencies.
  • Experience in management of slow onset disasters in a conflict or post conflict environment preferably in the West Africa region.
  • Experience in working in multi-country DRM programming.

• Develop an appropriate EIE capacity building strategy for World Vision International that ensures an increase in capacity and competencies in education in emergencies building on existing resources within the Education Cluster and INEE as well as WV tools.

• Establish and maintain strong networks with key stakeholders within World Vision International and external stakeholders

• Support evidence based research related to education in emergencies with other partners with a view to improving quality programming and creating an environment for increase resource acquisition for funding Education in Emergencies from within and outside WV.

Responsibilities Include:

• Leading Education in Emergencies responses in the first 90-180 days of a large scale emergency ensuring international and WV standards are met.

• Leading an Education in Emergencies interest group as part of the Education and Humanitarian Emergencies Communities of Practice within World Vision.

• Leading World Vision International’s engagement in the Education Cluster, INEE and other interagency initiatives that ensure World Vision contributes and remains current to the Education in Emergencies industry.

• Working with the Global Sector Specialists to develop integrated programming models/approaches and tools that improve services to children of all ages and their families.

REQUIRED SKILLS INCLUDE:

• Master’s or equivalent in education

• Working knowledge of Education in Emergencies Minimum Standards and active participation in interagency networks

• Ability to facilitate meetings well in a range of contexts

• Experience in working in multi-sectoral teams and ability to operate as a part of a virtual team.

• Capacity building experiences that include coaching, mentoring and training.
