Specific Objectives:

Objective 1: Strategic Development & Technical Integration

Activities:

• Work with the Country Director to provide leadership to the development and maintenance of a comprehensive needs-based program strategy for ACF programming
• Provides strategic direction to the Technical Coordinators, PM's and support the Field Co in ensuring the effective delivery of program activities and the successful integration of activities with all other aspects of ACF programming.
• Develop an overall program strategy that is responsive to the dynamic needs of the most vulnerable populations built on the program strengths of ACF and globally.
• Proactively identify new programming opportunities
• Responsible for the relevance and contextual appropriateness of ACF projects in country.
• Responsible for the promotion of technical integration and sensitization of staff on its applications.
• Regular field visits to fieldwork areas and bases and participation in exploratory missions.
• Capitalization of integration and reporting information and data.
• Leads on the development and rollout of new and more effective systems to improve program implementation.
• Regular participation in Coordination meetings at the capital and field level.
• Regular communication with the advisors at HQ to support an integrated programmatic approach and ensure programs are technically supporting all sectors

Objective 2: Program Quality Insurance

Activities:

• Oversee the quality implementation of ongoing programming based on robust grant management and monitoring and evaluation systems and the facilitation of Technical Department.
• Ensure the MEAL integration and supervise the MEAL Coordinator
• Ensure that funding for programming is spent in a coherent, transparent and optimal way.
• In coordination with CD and Coordinators, responsible for the technical briefing and debriefing as well as management of consultants and external specialists arriving to support the mission.
• Ensure the collection and capitalization by the DCD and Tech coordinators of digital and physical ACF Information on information gathered through HQ reports, ACF programming, partnerships, partners, UN system, clusters, and other avenues of data collection.
• Ensures Mission Technical Coordination Meetings (MTCMs) happen on a monthly basis, and submits minutes to Country Director and Coordination.
• Provide formal and informal capacity building trainings to staff.
• Final Mission-level validation of program and technical guidelines and policies.
• Ensure that quality to ACF and donor compliance for program, reporting, and financial grant requirements are met.
• Ensure that monitoring and evaluation of programming informs quality implementation.
• Coordinate closely with Admin, Security, Log and Field Coordinators to ensure that security, procurement, HR and financial protocols are designed to support quality programming.
• Closely monitor program spending and follow up spending plans with Finance Co and PMs

Objective 3: Donor Compliance, Reporting and Documentation

Activities:

• Lead proposal preparation through a needs based approach ensuring all departments work together
• Ensure Budget, PPP, Workplan, Budget forecasts, ongoing monitoring and kick off meetings take place for every program
• Ensure that all programs are compliant with donor protocols and reports are submitted on time to HQ for validation
• Ensure all donor reports are completed in a timely manner with the relevant input from the field teams and submitted to HQ for validation
• Ensure that workplans are followed to ensure budget forecasts are met and studies (KAP, RSCA, SMARTs etc.) are planned and executed timely

Objective 4: Representation with external stakeholders

Activities:

• Responsible for representation of ACF in partnership-related meetings at a strategic level for workshops, working groups, etc.
• Lead, in liaison with the CD, partnership proposal preparation through furnishing of evaluation/assessment data and coordination.
• Identification and evaluation of potential partners and partnerships at country level.
• Carries out follow-up evaluation of partnership (programming and partner relations), maintains lessons learned and proposes action points for future improvement.
• Represent ACF to donors, UN and partner INGOs, and national and local government officials (programs).

Objective 5: Human Resources and Career Development

Activities:

• Direct manager of the Technical Coordinators and MEAL Coordinator
• Supervision of externally hired consultants for any program matters
• Responsible for the validation of technical departmental HR needs for international staff.
• Responsible for the proper induction and debriefing of managerial staff.
• Undertake any other tasks assigned by the Country Director

Internal & External relationships

• Line Manager of: Nut Co, FSL Co, WaSH Co, PQA Co and intern

External

• Local representatives of international aid organisations : particularly with other consortia members’ exchange of information as necessary

REPORTING RESPONSIBILITIES

The Subproject “Livestock Identification and Traceability System” is being implemented under the Asian Development Bank’s second phase of Core Agricultural Support Program in the Greater Mekong Subregion. With the development of a livestock identification and traceability system, the project aims to reduce poverty in poor livestock farming communities through the following results:

• Better control of transboundary animal disease (TADs)

• Increase production of safer food

• Enhanced opportunities for smallholders to access higher value markets.

The Awareness Raising and Animation Development Specialist will work under the guidance of the Working Group on Agriculture Advisor and Manager, the ADB Project Officer and with relevant specialists in designing and developing awareness raising materials in animation forms targeting women and illiterate livestock smallholders. The consultant will undertake the following duties on a three month intermittent basis . In particular the consultant will undertake the following tasks:

(i) Design and develop relevant policy awareness on trans-boundary disease controls and traceability in animated form;

(ii) Design and develop awareness raising animation to promote environmentally sustainable or low carbon livestock production, efficient utilization of livestock by-products to mitigate climate change, increased productivity of safer food, and enhanced opportunities for smallholder to access higher value markets within the region; and

(iii) Develop contents and media to support the training specialist in organizing training workshops and training course modules for smallholders and key actors.

(iv) Two animation films with a length of at-most 10 minutes each are to be produced.

The Role:
The incumbent will support nutrition program management, ensuring that the proper processes are in place and are being utilized.

Nutrition Programming
· Advise on program implementation modalities (targeting criteria, mobilization, local partnerships, participant training, staffing, etc.) in coordination with supervisor
· Identify training needs and plan, develop, conduct, and supervise training of internal and external nutrition staff members in line with national nutrition protocols
· Improve planning and coordination of current and possible new projects
· Assess the needs of identified locations with local authorities and health personnel (human resources, material, and/or training needs; rehabilitation, etc.)

Workforce Humanity gives entry-level humanitarian workers the opportunity to gain international field experience through an internship with an NGO. Interns work with our NGO partners in Africa and Asia for approximately six months to improve the technical expertise of the skills on the ground. Our partner in Kampong Speu is looking for a Food Security and Livelihoods Officer to support their work.

The Role:

Program Development and Management
• Develop, plan, and manage program and activities, including formulating objectives related to small-scale farming
• Advise on program implementation modalities (targeting criteria, mobilization, local partnerships, participant training, staffing, etc.) in coordination with supervisor
• Identify and address staff capacity building opportunities
• Contribute to the preparation of internal and external reports for the NGO and donors, including expenditure plans and situation reports (SitReps)
• Ensure the transfer of knowledge and skills to colleagues

Implementation, Monitoring and Evaluation
• Develop project monitoring, including participatory methods, progress reporting, review of stated indicators, program adherence to methodology, budget expenditure, etc.
• Ensure quality and integrity of implementation, administrative systems, and established deadlines
• Monitor the timely, correct, and contractually appropriate implementation of proposed activities• Monitor the project procurement planning and financial forecasting
• Conduct an impact assessment and incorporate lessons learned to existing programs
• Evaluate the needs of current and future Food Security and Livelihoods needs
• Contribute to developing concept papers and proposals for prospective donors
• Participate in strategy planning, including for the larger country strategy to which it contributes

Representation
• Represent the organization externally and collaborate with government authorities, NGOs and donors
• Ensure that all relevant stakeholders have information about the organization’s background, program, objectives, working areas, duration of programs and activities in the field

Qualifications and skills required:
- Degree or diploma in Food Security, Agriculture, Business Studies, or other relevant field
- Experience working in food, nutrition, livelihoods and other related issues
- Experience in developing and implementing Business Development strategies
- Experience in training and monitoring progress
- Experience in setting up and supporting groups/cooperatives would be an asset
- Proven results in the development of small enterprise would be an asset

The Role:
A social ecotourism operator working to provide unforgettable learning experiences for tourist and promote local well being is looking for Information and Communication Technical support.

• Maintain and develop the organization’s websites, databases, and social media channels
• Assist in the development of professional reporting, presentation, policy, and other administrative templates
• Advise on IT management structure, file security, and other ICT concerns
• Design and help distribute print materials, including leaflets and the annual report
• Assist in the development of the online promotional strategy including writing and edit website content to meet target audiences and prospective customers

Qualifications and skills required:

The TB Information Systems Advisor will focus on automating TB information system to demonstrate a high level of internal data consistency and inter-operability of TB information with HMIS and SHP database improve service. The position shall also be responsible for reviewing of the HMIS to ensure that the HMIS includes up to date HIV/AIDs, STI and TB indicators, devise strategies for Improved access to and uptake of services by MARPs and PLHIV and improved screening for HIV/TB co-infection and related referrals for TB/HIV services.

You will demonstrate:

• Graduate or above in public health, statistics, health informatics, demography, HIS or a related field
• 7+ years’ experience in developing country context, including prior experience with a
• computerized TB information system
• Must have a good track record of working at ministerial level working with national counterparts

Our partner has two programmes aimed at empowering women in Siem Reap through a drop-in and referral centre, aimed at offering women information on issues such as family and domestic violence, mental illness, child abuse/neglect, poverty and job insecurity, and a free referral if they decide to take action based on information offered. More recently, in response to inadequate, inaccessible or highly-priced services, our partner launched a closed eight-week parenting group.

AfID is looking for a second volunteer on assignment with its partner. The first volunteer spent three-weeks with them over Christmas late last year. There are three full-time employees. Our past volunteer’s brief was to help them set up accounting processes and controls, ensuring they were well-set to apply for funding from trusts and foundations. She created Excel-based templates, including pivot tables, for our partner and trained the Centre Manager, in their use.

Our partner has asked for help from a volunteer to further build the Centre Manager’s confidence in using the templates, and refreshing her memory in the use of some templates. She is not a qualified accountant, and given her other responsibilities would benefit from further training.

Additionally, they would really appreciate support in simplifying and linking various other templates that they use to collect information on their programmes and beneficiaries. For example, they currently use Excel for their referral database (a list of organisations they refer women to); monitoring and evaluation (where they compare their beneficiaries’ pre- and post-knowledge after attending workshops); attendance lists; and registration form for all workshop participants. They would like to see this information linked and better presented so that they can use it to better inform themselves of the background of their beneficiaries and the success of their programmes.

Ideally, a volunteer will be with the organisation by the end of October for four weeks.

The United Nations Children's Fund (UNICEF), Cambodia Country Office, is seeking to hire a qualified international consultant (Individuals only) to examine the evidence for a causal relationship between malnutrition and a variety of functional consequences (mortality and morbidity indicators) with economic implications. The effects will then be quantified in economic terms. The assessment will develop economic rationale for public investment in programs to reduce malnutrition in Cambodia.

Specific objectives:

The Consultant is expected to carry out the following tasks under this assignment:

• Review background documents for the consultancy such as: Studies, research and analysis, Cambodian Policy and strategic documents and Indicators from neighboring countries when data are not available from Cambodia• Prepare the first analysis of economic and health impact of malnutrition in Cambodia targeting high level decision and policy makers• Facilitate a workshop to sensitize relevant stakeholders and secure general consensus on the conclusions of the analysis • Finalize the report on the assessment of economic and health impact of malnutrition in Cambodia and develop an advocacy summary of the findings

Minimum Qualifications and Experience:

• Advanced university degree in economics with strong knowledge on public health, nutrition; • At least 15 years of relevant professional working experience at the national and international level;• Experience in Cambodia and regional settings;• Experience in programme evaluation, including quantitative and qualitative research;• Familiarity with the Cambodian government and environment; • Excellent communication, coordination and facilitation skills; • Strong analytical and report writing skills;• Knowledge of Cambodian context on nutrition, fortification, maternal and child health, and economy;• Fluency in English is required.

Duration of Assignment: 20 working days to be completed between October and December 2013.
