Gender AdvisorThis position is contingent upon funding. Position Summary: Pact seeks a Gender Advisor for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Gender Advisor is responsible for developing activities and approaches to mainstream gender considerations throughout the program. He/She is expected to lead development of a program gender strategy and integration plan and coordinate closely with other technical staff to ensure that gender considerations of men, women, girls and boys are incorporate in program initiatives.

RESPONSIBILITIES• Under the guidance of the COP, ensure high-quality technical programming through hands-on guidance and support grounded in the program's strategic objectives and adhering to expected technical quality and reporting requirements• Collaborate with program management and personnel to integrate gender throughout the program.• Draw on international best practices and gender equity principles to inform the implementation of program activities aimed at supporting increased participation of women in the electoral process;.• Oversee and coordinate all work related to gender activities including: 1) routine monitoring of program activities, 2) gender analysis, and 3) special studies or reports as needed.• Lead development of a program gender strategy and integration plan.• Collaborate with local women’s groups, gender-focused organizations and other groups involved in election observation and monitoring• Ensure gender impacts and indicators are monitored, analyzed and reported via the M&E system. QUALIFICATIONS• Have a minimum Bachelor’s degree (Master’s degree or PhD preferred) in political science, international affairs, development studies or related field. • Minimum Ten (10) years relevant work experience in gender issues or human rights, including experience in democracy and governance issues• Have experience and background on human rights based approach to programming and gender equality rights, specifically on issues related to women’s participation in political processes and election observation• Demonstrated knowledge of national and international human rights standards and agreements• Prior experience in policy advocacy, this includes work with marginalized groups including youth and people living with disabilities• In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening.• Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals.• Must be knowledgeable, tolerant, respectful and sensitive to Nigeria’s culture, including experience working in diverse cultural contexts in Nigeria
• Nigeria experience mandatory.• Specialized Knowledge/Skills: Excellent verbal and written communication skills.• Be fluent in English (both written and spoken English); and excellent verbal and written communication.
