Role & Responsibilities

Operational and People line management, including performance management of programme staff and budget management

As a key member of the OI team in country, demonstrate leadership through both the Oxfam GB programme and as a member of the country leadership team.

Nigeria: Geographic Information System (GIS) Consultant

Background

The Educating Nigerian Girls in New Enterprises (ENGINE) program aims to improve learning outcomes and economic status of marginalised adolescent girls aged 16-19 years in Kano, Kaduna, FCT and Lagos Nigeria. ENGINE is funded through a grant to the Coca-Cola Company as part of the UK Department for International Development’s Girls’ Education Challenge (GEC).With the view to ensure an evidence-based programming, ENGINE intends to conduct mapping across its intervention sites to guide implementation. Mapping will involve physical visits to the project communities to obtain GIS coordinates of relevant community structures. Hence there is need to engage a GIS expert to undertake analysis of the GIS data and produce maps of project sites.

Purpose of the consultancy

The project seeks to engage a Geographic Information System (GIS) consultant to undertake analysis of GIS data based on outcome of data collection and develop and print maps showing relevant community structures in the project communities in Kano, Kaduna, FCT and Lagos States.

Illustrative list of tasks to be performed

The consultant will be required to undertake the following task

  1. Provide adequate information to be collected during the mapping exercise
  2. Collate GIS coordinates of project sites
  3. Plot the GIS data on the LGA and State Map
  4. Design and print map for each project sites/structures

Qualifications and Experience

The ideal consultant is expect to have the following qualifications and experience

  1. Bachelor’s degree in relevant field with 3-5 years’ experience in geographic information system
  2. Experience in data collection using mobile phones/hand held devices/GPS
  3. Excellent knowledge of GIS data analysis using relevant GIS software
  4. Experience producing GIS maps superimposed on maps of EAs, LGAs and States in Nigeria
  5. Evidence of providing similar expertise in a donor funded organisation

Last year, we improved the lives of 19 million people globally. Mercy Corps manages programs in 43 countries. Working in Nigeria since 2012, Mercy Corps works across 11 states with a focus on the Middle Belt and Northern states through partnerships with USAID, DfID, GHR Foundation, Nike Foundation, MasterCard, and the Foundation for Partnerships in the Niger Delta (PIND). Mercy Corps links peace-building with economic development, focusing on vulnerable populations such as adolescent girls.

Mercy Corps proposes to conduct a vulnerability and capacity assessment (VCA) in three states in Northern Nigeria to better understand the drivers and levers for positive change amidst the sea of ongoing challenges.

VCAs provide a methodology to answer the four key questions to resilience - Resilience to what? Resilience for whom? Resilience for what? Resilience through what? The VCA will help to identify weaknesses in key socio-ecological systems and potential future hazards that may exacerbate such weaknesses; and therefore helping to create a baseline from which changes in resilience can be measured.

Rather than viewing a VCA as a single assessment, Mercy Corps sees VCAs as a well-coordinated series of assessments. These may use established tools or be designed for a specific purpose. Used together they help to develop an understanding of the complex systems communities operate within.

Mercy Corps has developed a vulnerability assessment methodology that aims to understand vulnerability across scales. As such, information will be collected and analysed at the community, regional, and national level. Data driven, top-down, assessments will be complimented by qualitative, bottom-up information collected from communities and stakeholders from across the region.

In developing a vulnerability assessment of Northern Nigeria, Mercy Corps seeks to meet the following objectives:

  1. Inform the development of a broad strategy to reduce chronic poverty for Northern Nigeria.
  2. Influence the funding strategies of Northern Nigeria for DFID and other major donors.
  3. Identify potential partners and better understand their capacities.
  4. Identify drivers of vulnerability to continue to monitor after the initial assessment is complete based on indicators designed in collaboration with DFID.
  5. Build the capacity of the DFID country team to facilitate additional vulnerability assessment processes.
  6. Contribute to the ongoing efforts of the Mercy Corps’ Resilience Initiative by helping to further understand how VCAs can contribute to resilience-building programmes.

Primary Location: Abuja, Nigeria with regular travel to Borno, Yobe, Jigawa, Katsina, and Zamfara

GENERAL POSITION SUMMARY:

The Field Coordinator will provide overall guidance to all field activities, including ensuring high quality primary data is collected from all locations across Northern Nigeria. The Field Coordinator will be expected to recruit local enumerators and focus group discussion facilitators, provide adequate training, and provide quality control for all data collection. Upon receiving the data, the Field Coordinator will review, clean, and help analyze the information.

The Field Coordinator will provide overall contextual guidance and support to the design and analysis of the VCA. S/he will also significantly contribute to the design and analysis workshops and final report write-up and dissemination. S/he will be responsible for all administration and logistics in field sites, including managing cash flows for a timely and efficient project.

ESSENTIAL JOB FUNCTIONS:

Assessment Implementation

  • Ensure effective implementation of the VCA in the field sites, including meeting deliverables on time, within budget, and according to Mercy Corps and DFID standards.
  • In collaboration with the lead consultant, design and implement relevant focus group discussions, data and information collection for on-going monitoring.
  • Ensures strong communication with the head office in Abuja. Informs lead consultant, logistics, and finance teams in a timely manner of all field needs and challenges.
  • Provides overall security management for the field activities. Reports all security concerns in a timely manner directly to the security focal point in Abuja.
  • Manages relationships with local authorities, local CSOs, and other local organizations.
  • Maintain links and keep current on best practices of resilience and measurement strategies; disseminate technical information and assistance where necessary.

  • Coordinate assessment activities (key informant interviews, focus groups) with local government, private sector actors and as well as with other Mercy Corps programs in Nigeria.
  • Proactively form relationships with universities and research organizations to complement primary data collection.

Team Management

  • Recruit, train, and manage local focus group discussion leaders.
  • Promote accountability by providing timely feedback to all team members.
  • Contribute to country team-building efforts and ensure the integration of all team members into relevant decision-making processes.

Program Support Operations

  • Coordinate with program, finance, operations, and administration staff to ensure effective systems are in place to support field activities including logistics, procurement, security, administration and human resources.
  • Help design operational policies and practices as needed and in accordance with Mercy Corps regulations.

KNOWLEDGE AND EXPERIENCE:

  • Excellent oral, written, presentation and communications skills in English are required
  • BA/S or equivalent in education, management, social sciences, international development or other relevant field.
  • A minimum of 3 years of experience including significant experience collecting primary data from focus groups.
  • Familiarity with participatory data collection methods.
  • Experience in Northern Nigeria essential (Borno and Yobe).
  • Experience managing field data collection, including hiring and supervising focus group discussion leaders
  • Deep understanding of the challenges in Northern Nigeria.
  • Understanding of a systems approach and resilience highly desired.
  • High attention to detail and ability to work under pressure and tight deadlines.
  • Experience with universities and research institutes in Nigeria desired.
  • Strong written and oral communication skills in English required, including report development, writing and editing. Hausa language skills essential.

The role

VSO Nigeria is currently looking for a dynamic, influential and results oriented person to join the Nigeria Country Office team to help us reach our ambitious funding targets.The Programme Development and Funding Manager will lead the country office efforts in developing country funding plan and realising its goals leading to scaling up of the program in Nigeria in line with the country strategy. S/he will contribute to the development of an overall, strategic and coherent programme and actively seeks to engage the marginalized young men and women. The role will support the Country Director (CD) and Head of programs in ensuring highest standards of programme quality in new as well as on-going programmes. This includes articulating strong projects designs, M&E frameworks and rationales for project and VSO’s unique contribution. JOB SUMMARY:

Working under the direct supervision of the Country Director, the Logistics Coordinator (L4) is the senior logistics appointment in the anticipated Nigeria Mission and is responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with International Medical Corps Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate your logistics team and engage with other mission or response staff, external contractors and organizations therefore you are required to have the skills to communicate clearly verbally and in writing, plan for and deliver quality presentations and training, and produce timely written reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Logistics Operations

• Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures.• Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner. • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered too.• Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain, and that all tracking and reporting deadlines are met. • Proactively coordinate and direct the management and tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include the locating and negotiating contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements.
• Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners• Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc.• Supervise and coordinate all matters logistics regarding satellite communications and radio communications to ensure that equipments are insured, asset managed diligently, operated in the most cost efficient manner, and maintained appropriately.• Capture, plan and regularly update preparedness reporting for the logistic systems in place at your mission to include a current Logistic Concept of Operations. Plan to ensure that logistic systems are robust and flexible enough to cope if a crisis occurs by making thorough assessments of airports, transport available, warehousing, access routes, fuel availability, field comms issues, staffing challenges, training required etc. Raising issues though senior management as required.• Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the in-country management team, and Global logistics pursuant with IMC policies and procedures.

  1. Compliance

LANGUAGES• Ability to read, write, analyze and interpret, technical and non-technical in the English language• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players• Ability to speak Bantu a plus
