Responsibilities The Task Order Project Director will provide the overall vision, direction and technical and managerial leadership and oversight over an anticipated IDIQ focusing on the research and evaluation of programs to achieve sustainable positive youth outcomes in health, education, and political and economic empowerment, and to increase youth engagement in development efforts. Specifically, s/he will oversee creation and management of a youth power website to serve as a learning hub for cross-sectoral youth development; establish and maintain a cross-sectoral youth learning network to disseminate research, evaluation, and learning products; develop a standard indicator reporting system to be used by project stakeholders; analyze cross-sectoral vs. single-sector youth programming; and provide of evidence and evaluation support to USAID Missions. S/he will promote best and promising practices, evidence and research within and across youth development sectors.
Qualifications • Master’s degree or higher in a relevant social and/or health sciences area.• A minimum of 10 years of professional experience leading evaluation teams and conducting evaluations of complex multi-year programs. The evaluation experience must include work across a number of sectors, including youth programs. • At least 7 years of experience working in an international development context. • Technical experience in positive youth development including programming for vulnerable and/or hard to reach youth and/or experience with cross-sectoral youth programming.• Experience implementing participatory approaches including engagement of youth preferred.• Demonstrated leadership experience over rigorous impact evaluation methods and/or other mixed evaluation methods. • Ability to work with multiple implementing partners, including the capacity development of local partner research organizations, and/or experience interacting with host country governments and NGOs. • Familiarity with the policies and procedures related to U.S. Government funding. • Demonstrated leadership and strong interpersonal skills in addition to strong writing and oral presentation skills.
