BACKGROUND:South Sudan is emerging from over two decades of brutal civil war, a conflict rooted in disputes over religion, ethnicity, resources, governance and self-determination. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts which has taken on new dimensions following the January 2011 referendum on secession. The security situation remains fragile and testing operational challenges are abound.

SCOPE OF WORK: The Protection and Rule of Law Coordinator is responsible for strategy development, program design, implementation, standardization, monitoring and evaluation of all activities in the fields of protection, human rights and Rule of Law. Currently the Protection and Rule of Law Coordinator also oversees the governance sector; this can change depending on the growth of the governance program. Primary duties will include strengthening the protection and governance sectors and providing technical oversight of these programs across all sites of implementation. Focus is on program quality, with program progress being monitored and evaluated against quantifiable benchmarks, and business development, to ensure sufficient funding for multi-year robust programming.

RESPONSIBILITIES:The Protection and Rule of Law Coordinator reports to the Deputy Director of Program. The Protection and Rule of Law Coordinator shall:• Supervise the Protection and Governance Managers to ensure quality protection and governance programming • Work with the Deputy Director of Programs and the protection and governance team to strengthen the protection and governance sectors in IRC South Sudan, defining the strategic direction of the protection and governance programming.• Develop and/or improve a clear monitoring and evaluation plan for all protection and governance programs ensuring that Protection teams in the field actively monitor evolving concerns of the target communities• Work to integrate protection into other program sectors in collaboration with other sector coordinators and managers to ensure that all programs are contextually appropriate and consider and apply protection principles to their activities.• Coordinate and participate in the development of new proposals and initiatives for the IRC South Sudan protection and governance programs in accordance with the country program strategic plan, IRC program framework and IRC global protection strategy framework.• Participate in the development of budgets for program proposals in conjunction with the grants and finance departments• Participate in inter-agency protection and governance fora at national and international levels.• Represent the protection and governance programs with national authorities, non-state actors, UN agencies, NGOs, and donors. • Liaise regularly with the relevant HQ technical units
• Oversee the timely implementation of grants, submission of reports, and management of budgets and indicator tracking sheets.

REQUIREMENTS• Masters degree in international law, human rights law, international relations, social sciences, or other related field • At least five years experience working in the field of protection or human rigts in conflict-affected areas and/or in the field of access to justice or Rule of Law • Minimum of three years of overseas professional experience in program implementation • Solid experience in staff management in a cross-cultural environment required• Demonstrated experience in capacity building, project design and budget management • Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders• Strong communication and interpersonal skills with excellent analysis and writing skills• Strong interpersonal skills • Experience of working in South Sudan a plus• Excellent English writing skills, knowledge of Arabic a plus

SECURITY and HOUSING: Security: The security level is yellow. Major concerns are common criminality, presence of armed troops, tribal violence.Housing: The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Food is the individual’s responsibility. Field office housing is more basic – in traditional huts or tents with separate shared latrines and showers.
