JOB SUMMARYUnder the supervision of the Senior Advisor – Innovations and Revenue, the Deputy Director of Development Innovations is primarily responsible for building a robust new business department, monitoring of global solicitations, and the execution of RFP/RFA responses to new program opportunities. This includes working with Regional Coordinators in early identification of new business opportunities and coordination of the “One-Team” Development Innovations approach.

ESSENTIAL RESPONSIBILITIES• Supervise solicitation monitoring and direct the information dissemination of public solicitations and other new business opportunities for International Medical Corps Globally.
• Develop a method of how to best assess solicitation relevance and present key recommendations to senior management for review and actively participate in the decision making process;• Working with Development Innovations staff, Regional Coordinators and Country Directors, organize pre-proposal strategy sessions and completion of the Opportunity Assessment Form that outlines win themes, presents a SWOT assessment, assesses partner intentions and capacity, and assesses IMC’s win strategy against RFA/RFP competitors; • Act as “Team Leader” on key proposal development efforts specifically assigned; • When necessary, travel to the field to establish partnerships, work with consultants to ensure proper recruiting, and coordinate proposal development;• Supervise the research and dissemination of information on existing and potential partners to understand their general policies, how they function, and how they bid; analyze the overall solicitation process to assess topics and projects that are likely to funded in the future; • Assist the SA-IR in supervising all aspects of IMC’s Development Innovations portfolio, including proposal design, writing and delivery, including assignment scheduling, researching, writing, editing, proof reading, designing and submission; • Remain in constant contact with Technical Leadership, the Finance Department, Grant and Contracts, and other necessary departments to ensure the content meets the stated objectives under the RFP/RFA; • Develop a network of contacts to ensure steady flow of program development information on trends, opportunities, partners and donors; • Supervise the development and maintenance of the past performance database of IMC programs and supervise the uploading of key information into SharePoint.• Supervise the development and maintenance of the database of program development consultants and present recommendations as to who and when a particular consultant should be engaged;• Support other RFP/RFA writers and when necessary provide technical guidance, constructive review of proposal and assist in addressing gaps; work with the SA-IR to set applicable policies/standards for program development; • Assist with recruitment and training of Roving and HQ Development Innovation Officers; • Supervise, when applicable, global roving program development personnel.QUALIFICATIONS• A minimum of 10 years of experience in managing and writing proposals for USAID, other US government agencies, and/or other international government and nongovernmental donors;• Strong team building and management skills• Good communication skills and strong communicator• Outstanding English oral and written skills; • Program monitoring and evaluation skills;• Training design, delivery and team building skills; • High accuracy and attention to detail;• Ability to work well independently but also lead teams in the preparation of complicated proposals;• Experience developing and managing complex technical and cost proposals;• Ability to work under pressure and tight deadlines;• Ability to travel overseas on short-term assignments;• Foreign language competencies an asset; Arabic, Spanish, French preferred; • Advanced computer skills (Word, Excel, PowerPoint, Adobe);• Master Degree in international studies and/or Public Health, or equivalent combination of education and work experience in a relevant competency area.
