• Advise and support the Regional M&E Advisor in the conception, implementation and roll-out of the corporate and region specific monitoring and evaluation strategy in the region;
• Support roll-out of country office monitoring and evaluation tool (COMET) to all Country Offices (CO) in the region and ensure its efficient functioning and utilization;
• Support implementation of the targeted output and outcome measurement strategy in the region;
• Plan and support implementation of self and decentralized evaluations in the region;
• Assist in the revision of M&E standards, processes and tools in consultation with country offices M&E staff and other regional bureau (RB) staff;
• Contribute to M&E knowledge management through written inputs for M&E wiki, PGM and other relevant web-based guidance and e-guides.
• Assist in developing project and context specific monitoring plans that focus on measuring results for respective CO/RB projects;
• Map and monitor current CO capacity to implement an effective M&E process, especially in terms of gaps and constraints; review current data capturing, processing and analysis capacity in COs and use of information for decision making and recommend improvements;
• Organize and facilitate M&E trainings and other related capacity building activities;
• Support analysis of counterpart capacity for M&E in all COs of the region, recommend appropriate and realistic solutions in order to strengthen the monitoring and reporting activities undertaken by the counterparts;
• Provide quality assurance for monitoring and performance reporting processes and products for their respective region:
• Review and provide comments to new projects and budget revisions (CO & RB) that come to the Project Review Committee (PRC) as appropriate to ensure that acceptable indicators as outlined in the Strategic Results Framework (SRF) are selected for the log-frames, that output and outcome, targets are appropriate, and that quality M&E systems are documented in programme documents;
• Provide technical inputs to the development of Standard Project Reports (SPR) guidelines and support the compilation of regional reports through the revision and provision of quantitative and qualitative M&E information;
• As applicable, support the Regional Performance and Risk Management Champion (PARC) in the implementation of the Performance and Risk: Organizational Management Information System (PROMIS).
• Prepare periodic reports, statistical information, analysis and tables;
• Perform other related duties as required.
