Project Description
The Sindh Reading Program (SRP) is a five-year initiative with an operating budget between $23-25 million in the same geographic areas of the parent SBEP. SRP will support the SBEP goal based on lessons learned from USAID and the Government of Sindh’s legacy of early grade teaching and learning. SRP aims to:
- Improve teacher competencies for effective early grade reading and mathematics instruction;
- Improve early grade reading and mathematics assessment practice;
- Improve student access to supplementary reading and mathematics material;
- Enhance participation of parents and caregivers in support of early grade literacy and early grade ?numeracy for out of school children.

Position Summary
The Chief of Party (COP) will be based in Karachi to ensure sufficient opportunities to work effectively with GoS, the Department of Education and Literacy and PMIU, donors, USAID/Pakistan situated in the Karachi Office and pertinent implementing partners to achieve the expected results. The COP will be responsible for overall project management and impact and for external representation and coordination with USAID, project partners, stakeholders and other donors. The COP will be responsible for project activity oversight to ensure quality work and compliance with contractual obligations and results, and will, where appropriate, provide technical assistance to partners.
Reporting & Supervision
The Chief of Party (COP) will report to the Project Director at HQ.
Primary Responsibilities
- Provide technical and operational oversight of all aspects of the program
- Serve as the primary representative for the program with USAID, the GoS, the Department of Education and Literacy and PMIU, and donors
- Serve as the strategic guide for program activities – ensuring the program meets all required targets and anticipated results
- Provides project activity oversight to ensure quality work and compliance with contractual obligations and results
Required Skills & Qualifications
- Ten years of professional experience in the successful implementation of basic education and/orearly childhood education, including at least five years in a large, complex developing countrycontext;
- A minimum of seven years’ international experience (COP) leading large-scale programs thatinvolved practical innovation and institutionalization of project activities across a myriad ofinstitutions;
- A minimum of five years’ experience in management and administration of large-scale international donor technical assistance projects requiring skills in strategic planning, management, supervision and budgeting.
- An advanced degree in education and/or relevant fields.
- Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
- Evidence of strong communication skills, both interpersonal and written, to fulfill the diversetechnical and managerial requirements of the contract.
- Must be completely proficient in English; knowledge of Urdu not necessary, but preferred.
- Direct work experience with countries which have similar educational profiles to Pakistan.
