Pact seeks a Health Economist for an anticipated USAID-funded Namibia Institutional Strengthening Program that supports the institutional strengthening of the Government of the Republic of Namibia (GRN) as it responds to the HIV/AIDS epidemic in an increasingly domestically-funded environment. The director will be responsible to provide technical and programmatic leadership. S/he must have knowledge of health economic impact models and experience in costing and economic forecasting. The successful candidate will have a graduate degree in health economics or related field and will have substantial experience working with senior-level government
Responsibilities/Job Description:
? Provide technical and programmatic leadership of the component of the Namibia Institutional Strengthening Program focusing on supporting domestic resource mobilization and management.
? Support cost analyses to meet national health outcomes and support recommendations for strategies for longer-term financing of the national program.
? Support evaluations and analyses of the economic impact of key HIV interventions including cost comparison with health services particularly those being delivered by community-based organizations and the private sector.
? Provide technical assistance in areas such as cost-analysis, budget impact modeling, and net benefit analyses.
? Provide technical assistance in the interpretation and communication of results of analyses to relevant stakeholders.
? Provide technical assistance for resource tracking
? Establish and maintain contact with senior members of the Government of Namibia and others relevant organizations.
? Keep abreast of political, social and economic developments in Namibia and the region, including lessons learned from systems strengthening and capacity development efforts in other African countries and the southern Africa region in particular.
? Supervise 2-3 staff and consultants providing assistance under this position’s leadershipEducation and Experience Requirements:
• Master’s Degree or higher in health economics or related field, such as economics, business or international development.
• Minimum of 10 years of progressively responsible experience in the field, including program design and management, with a focus on health economics, and an emphasis on sustainability.
• Experience in cost analysis, budget impact modeling, economic evaluation, net benefit analyses and capacity building.
• A high degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
• The candidate should have experience with successfully leading international health programs and systems strengthening actions, as well as with working closely with senior-level host government officials, the private sector and multilaterals.
• Experience working with donor-funded programming, preferably USAID.
• Demonstrated understanding of and ability to apply accepted tools, techniques and frameworks for economic evaluation and cost analysis of HIV/AIDS interventions.
Other Qualifications:
• Strong interpersonal communication and writing skills and ability to work with diverse teams.
• Strong teamwork, multi-stakeholder collaboration and management skills.
• Appropriate computer skills necessary to conduct project activities such as research, data management, data analysis, interpretation/translation of complex concepts, and report writing.
• Ability to travel within Namibia (about 15%)
