JOB PURPOSE:

  • SCE and SCI Lebanon require an experienced Shelter Coordinator to establish a new Shelter Team and to oversee the implementation of all Shelter, NFI and Rehabilitation activities in the area described above. The position holder will be responsible for overseeing all donor requirements specific to AECID.

FUNCTIONS:

Donor (AECID) Compliance

  • The position holder will be accountable for all AECID-specific donor requirements and will ensure that all activities are grant compliant.
  • All AECID reporting in Spanish (with translation into English provided to in-country and regional team).
  • Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual (BVA) reports to assess any discrepancies and ensure timely expenditure.

Human resources and capacity building

  • In collaboration with the Shelter Advisor oversee the recruitment of appropriate personnel for the Shelter Team.
  • Conduct on-the-job training and conduct regular training sessions for staff to build skills and job capacity.
  • Ensure that policies and procedures are understood by new staff and adhered to (e.g. procurement and finance requirements).
  • Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances.

Programme management / technical support

  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against logframes, management workplans) and to ensure that technical, financial, contracts and other are implemented/justified according to AECID requirements.
  • With the Shelter Advisor and Field Manager, finalize implementation plans for each Shelter & NFI project.
  • Prepare weekly and monthly work plans in line with the implementation plan; and ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions).
  • Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection.
  • Participate in the continuous assessment of mid and long term Shelter & NFI needs.
  • Take initiative to propose adjustment of activities depending on evolution of needs, standards agreed across the sector and security context evolution, taking into account vulnerability and technical criteria.

Monitoring and Evaluation

  • Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on.
  • Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis (regular visit to project sites requested).
  • Ensure the quality of the technical and financial reports to the donor, ensuring that all committed documents (reports, means of verification, invoices, etc) fully accomplish donor requirements.
  • Contribute to the development of data collection tools and databases.

Coordination and advocacy

  • Represent SC at regional coordination meetings (e.g. Distribution, Shelter, WASH etc.) and other meetings and forums and take leading role to strengthen shelter aspects related to child protection and education.
  • Maintain working partnerships and good communication with representatives of SC shelter partners and programmes (E.g. UNHCR, UNICEF, DFID, ERF, German FFO, DRC, NRC, PU-AMI, Medair, ACF, local NGOs etc.).
  • Build and maintain relationships with local municipalities and community leaders.
  • Ensure regular coordination at strategic and programmatic level; and ensure multi-sectoral programming (Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as Child Protection, Education, Health and Food Security & Livelihoods (FSL)).
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

Adhere to Save the Children policies and procedures

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • In agreement with the line manager, will perform other duties within reason, and will support the shelter advisor in the development/design of high quality concept notes and proposals (including logical frameworks), building capacities of national staff, and will provide technical support as requested for other related shelter activities of other SCI programming sectors.

CANDIDATE´S PROFILE:

QUALIFICATIONS & EXPERIENCE

  • Post-degree or Knowledge in: Emergencies and humanitarian sector, donors, technical aspects of humanitarian Shelter, Sphere standards and Humanitarian principles.
  • Indispensable: bachelor’s degree. Valuable in Civil engineering, architecture, urban planning or other Built Environment related field.
  • Excellent and professional written and spoken Spanish, French and English.
  • Professional Ofimatic Abilities in: Word, Excel, Access, Outlook and PowerPoint.
  • Minimum 3 years’ experience in: At field level: AECID grant management, donor compliance and reporting; working with INGO’s in an humanitarian context, line management and basic construction, distributions, report writing etc.
  • Minimum 3 years of field work experience working with INGO’s in an emergency/humanitarian/development context.
  • Knowledge and Experience in: Construction in development countries; including concrete and block works, plumbing, contracting. Familiarity with the relevant geographic areas.

  • Good time management and organizational skills.
  • Strength in interpersonal, communication and presentation skills and teamwork.
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.

  • Commitment and fulfillment of Values, Vision and Mission; as well as of the Code of Conduct and Protocols of Security.
  • Indispensable Working Permits for EU or SPAIN.
  • Availability and flexibility according to the execution of the project.
