NRC assists Syrian refugees in Jordan, Lebanon and Iraq as well as people displaced inside Syria. NRC’s displacement response comprises shelter, distribution, education, water and sanitation, information and counselling. The response in the field has grown rapidly along with the dramatic rise in the displacement figures. More than 600 national and 35 international NRC staff are engaged in the regional response, with an expected turnover of 75 million USD in 2013. NRC also has an operation in Palestine and is working with Palestinian refugees in Lebanon.
NRC is well placed to be an authoritative and influential voice in the region. NRC has access to a broad, substantive and timely information pool. The aim of this position is to ensure that NRC has a dedicated advocate to coordinate, synthesise and make use of this information in a targeted fashion for advocacy.
For NRC to continue responding to the increasing needs in the region, NRC is in the process of establishing a regional structure based out of Amman, The Regional Protection and Advocacy Adviser will report to the Regional Director.
Job description
?Responsible for developing regional advocacy strategy and regional messages and contribute to the identification of information exchange needs, information gaps, need for further analysis, and joint advocacy opportunities
?Establish strategic networks and alliances for advocacy initiatives across the region and regional based actors based in Amman. Participation in regional advocacy forums in the field
?Identify and support appropriate response to protection concerns including undertaking analysis and draft policy positions or measures on protection as required
?Assist the country programmes in need of advocacy support, collect and consolidate information of regional relevance available at each programme
?Identify further information collection and/or analysis needs at the country level specific to regional protection concerns for displaced Syrians and Palestinians, and make recommendations
Qualifications
?Relevant university degree or higher education, preferably in law, social sciences or international development
?Proven experience in international protection and advocacy work
?Relevant experience (3-5 years) in international humanitarian work, preferably from the Middle East
?2 years experience in working in complex emergencies
?Proven experience in training
?Documented knowledge of and working experience with International Humanitarian Law, Refugee Law and Guiding Principles on Internal Displacement.
?Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills
?Proven analytical and writing skills
?Proven project managements kills including budget planning, monitoring and reporting
?Significant understanding of the concept of advocacy in complex emergencies
?Political and cultural awareness
?Ability to quickly develop good insight and understanding of the conflict, protection concerns and the political environment of the programme country
?Language skills, fluency in the English language, both written and verbal, and preferably Arabic language skills
?Above average computer literacy
?Holder of a valid international driver’s licence
