Bangladesh: Request for proposal on “Delivering on promises to children: translating nutrition commitments, policies and investments"

Save the Children in Bangladesh [SCiBD] is a leading child rights based organization. SCiBD works in number of thematic areas, including education, care & protection, child rights governance, health and nutrition, food security & livelihoods, HIV/AIDS and emergency.
Currently SCiBD aims to commission a study to understand what and how the Bangladesh Government delivers in terms of nutrition services and how they could operationalise commitments to have an impact on the growth of young children either directly, as nutrition specific interventions, or indirectly, as nutrition sensitive interventions. The analysis will scope what is the scenario at the national level and trace this down to explore how this manifests at the sub-national level in the context of Sylhet. The aim is to understand the flow of nutrition specific and nutrition sensitive programme from the top to the bottom (using Sylhet) and is as such a form of political economy assessment with some components of health system assessment.
Save the Children International is seeking to hire either a local or international highly competent person (or team) as a consultant(s) to carry out the study. A scientist with international nutrition governance experience would be preferable, who is familiar with the nutrition delivery processes of the Bangladesh Government, and with advice from a nutritionist with particular familiarity with the roles of food insecurity and disease in causing undernutrition.
