Average salary up to US$120,000.00/annum plus allowances based on relevant qualifications and work experience1.0 Organizational ContextThe Civilian Technical Assistance Program (CTAP) is an Afghan-led capacity development program involved in the recruitment of International Technical Advisors for Afghan Government Ministries. In order to strengthen its management capacity (including transparent and accountable processes), CTAP is seeking candidates who have technical competencies in programming and operational management to serve as Deputy Programme Director at the CTAP Secretariat in Kabul, Afghanistan.The Deputy Director (DD) will report directly to the Director and will be responsible for providing technical support in program implementation including managing recruitment, quality control; and liaising with donors, government officials, partner programmes, and coordinating achievement of overall programme results and objectives. S/He will work with key programme staff to ensure compliance with Afghan ethics, procedures and policies and donor rules and regulations.The objective of the assignment is to strengthen the technical and management capacity of the CTAP Secretariat in line with the new program goal and objectives.This position is open to international passport holders only. Afghan expatriates and nationals of regional countries are especially encouraged to apply.2.0 The position2.1 Duties and ResponsibilitiesWorking under the supervision of the CTAP Program Director and in close cooperation with the CTAP secretariat management team, duties of the international Deputy Director will include the following:Programmatic functions• Develop overall implementation strategy and provide technical and management support in all programmatic aspects of the program • Conduct continuous Action Research on best practice in capacity building, Communication, Advocacy and M&E for program quality and impact • Provide technical/programmatic guidance to CTAP departments in preparation of annual work plans in line with program objectives and outcomes • Develop, in consultation with the Program Director, consolidated annual work plans for the program• Plan, organize and control allocated resources of technical program components • Conduct departmental follow-ups on plans and reports to ensure that all program deliverables are completed on time and are of desired quality • In liaison with the Program Director, compile program level periodic Progress Reports for submission to the Ministry of Finance, donors, and relevant stakeholders• With the Program Director, conduct regular program coordination meetings and provide technical support in overall program implementation• In liaison with the Program Director, develop stakeholder coordination mechanisms to ensure effective partnerships with donors, relevant GIROA agencies and other capacity development programs in Afghanistan• Provide overall management support to the program in absence of the Program Director• Represent the program in relevant meetings with donors, GIROA agencies and other stakeholders• Carry out any other programmatic duties as assigned by the Program Director from time to time Operational Management Functions • Provide technical oversight in the recruitment of International Technical Advisors for GIROA agencies to ensure transparency and promote a merit-based culture • With HR department, co-develop a transparent recruitment plan • Provide technical support to the administration departments in the implementation of procurement processes to ensure compliance with GIROA and donor rules and procedures• Provide technical support to the Program Director in program budget reviews 2.2 DeliverablesDeliverables for the Deputy Program Director are as follows:• A system for effective programme management developed• Effective stakeholder coordination mechanisms established• Programme management skills transferred to national staff2.3 Skills, Experience and Qualifications RequiredThe successful candidate must have the following skills, experience and qualifications• Master’s degree or higher in International Development, Development Economics, Public Policy, Governance, Public Administration, or related field • At least ten (10) years progressive international development experience in managing and implementing large international development programs• At least 5 years senior-level international experience in implementing capacity development programs (experience with government agencies in conflict areas is a plus)• Demonstrable experience in institutional capacity building, program design and implementation • Excellent interpersonal skills and demonstrated ability to hold staff accountable for quality outputs and results as well as ability to professionally engage with external stakeholders such as government agencies, donors, etc. • Strong communications skills, quality writing and fluency in English language required• Able to produce reports and other standards documents, in English, up to a professional standard
