The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world. SUMMARY:

The Urban Disaster Management (DM) Advisor provides technical assistance and support to International Services response and programs of The American Red Cross. S/he will report to the Manager of Program Integration in the Program Integration Unit, of International Response and Programs.

The Urban DM Advisor provides technical support to the design, development, planning, monitoring, reporting, and evaluation of integrated programs for resilience. The position assists in the management of the integrated technical advisement process through all of the phases of disaster management, including preparedness, risk reduction, readiness for disaster response, response and recovery and works closely with appropriate staff at NHQ and in the field to provide or access related technical guidance. In addition to research and guidance, some implementation of response related activities.

RESPONSIBILITIES:

• Support ARC to improve and deliver best practices by developing effective urban resilience interventions and approaches including designing or identifying urban technical tools, methodologies, and strategies. • Lead American Red Cross in developing a knowledge base for understanding the urban context and lead in development of urban strategies for resilience through integrated response and programs.• Work in close collaboration with the program integration unit, international disaster response, international regional programs for program development, with the response teams to assure response and recovery linkages in delivering effective programs after a disaster. In addition collaborate with the Global Disaster Preparedness Center for related research support. • Provide review and analysis of ARC’s internal international Disaster Response (DR) capacities in urban environments through the review of existing global and bi-lateral response modalities. Prepare actionable recommendations for ARC’s organizational readiness to respond, and the implementation of certain recommendations as agreed.• Develop an urban Disaster Response (DR) framework by producing an analytical report of findings and recommendations to increase ARC’s organizational readiness to respond to disasters internationally, implementing a portion of recommendations based on agreements and findings, and providing technical assistance and guidance.• Provide technical assistance, training, and mentoring of field-based delegates in pertinent urban DM tools and methodologies and assist with development of training materials and deliver training to teams during field visits, regional meetings and other opportunities, with particular emphasis on building the capacity of partner National Societies.

• Work closely and collaborate with National Society Partners and the International Federation Red Cross and Red Crescent activities, to deliver high-quality urban DM interventions. • Represent and coordinate urban resilience initiatives and actively engage in external and internal relationship building, providing intervention and relationship updates at meetings, academic events, conferences, media forums and other events as requested.• Build upon industry and Red Cross experiences to improve consistency, quality and practicality of urban DM strategies and approaches; promote dissemination and use of lessons learned within international partner organizations. • Support resource mobilization through effective technical program/project design and proposal development.• Support all American Red Cross activities in developing partnerships to improve the effectiveness of urban resilience strategies and actively participate in key global urban forums and networks. Provide quality and timely submission of all required project reports. • Provide support, when requested, for international response to disasters.

QUALIFICATIONS:

• Bachelor’s degree in urban planning or related discipline with expertise in research methods required or equivalent experience in urban planning. Master’s Degree preferred.• Minimum of seven years relevant experience in managing and implementing humanitarian or development projects in urban areas of developing countries. • Experience developing and implementing urban strategies and methodologies applied in developing countries; and designing and conducting trainings in preparedness/risk reduction, disaster response, recovery, and development programs. • A minimum of 2 years’ experience in international field-level project implementation, higher level program quality assurance and supervisory role preferred. • Solid project management experience needed.• Excellent English verbal and written communication skills required. • Language competencies a plus.
