Position Summary: Pact seeks international development professionals to provide short-term or long-term technical assistance to Global Fund to Fight AIDS, Tuberculosis and Malaria’s grant recipients. We are seeking senior-level specialists and professionals with experience in developing countries, flexible availability and ability to travel internationally on very short notice to provide long or short term capacity development and technical assistance to Global Fund Country Coordinating Mechanisms (CCMs) and Principal Recipients (PRs). The areas of assistance include program and grant management, governance and oversight, monitoring and evaluation, and procurement and supply management.
Education, Experience and Other Requirements:
• Understanding of and previous experience with large international, multi-donor, health programs and grants; Global Fund experience is preferred.
• Previous experience with HIV/AIDS, TB or malaria activities.
• Expertise in one or several of the following areas: program/grant management, organizational development, budgeting, financial management and accounting, governance and oversight, monitoring and evaluation, procurement and supply management, logistics, and other relevant disciplines.
• At least 8 years of experience delivering capacity building and technical assistance in the areas listed above.
• Significant recent experience in professional consulting, including experience in working in small teams on consulting assignments.
• Demonstrated experience negotiating difficult topics with senior-level officials, including Ministries, Government Officials, local service providers.
• Demonstrated experience building the capacity of multiple stakeholders including NGOs, CSOs, donors, local government and civil society.
• At least Master level degree or certification in the relevant subject.
• Work experience in at least three countries in Africa, Asia, Eastern Europe, or Latin America;
• Must be fluent in English and one other language, preferably French, Spanish, Arabic or Russian.
• Strong computer skills in MS Word, MS Excel and MS PowerPoint.
• Availability for assignments, ability to travel at a short notice, flexibility of schedule.
