For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
The MdM’s Turkey / Syria mission officially opened in 2012 and gradually grewaround three main objectives:• Provision of Emergency Primary Health Care services and basic reproductive health services to displaced and vulnerable population in Northern Syria• Provide emergency medical relief/support inside Northern Syria • Provide quality postoperative and rehabilitative care for Syrian refugees in Turkey
? In Turkey, MdM supports a rehabilitation center run by a Syrian NGO. This support is brought through an expatriate medical team and regular funding.
? In North Idlib, the first operational tent to provide basic care services for people of the camp was set up on the 24th of October 2012.
Since then:• 7 Primary Health Care Centers are delivering primary health services in North Idlib area.• A Women and Child Center is open, with Post-Partum Unit and Sexual and Reproductive Health Care unit.• Mobile teams are assessing new needs and provide medical treatment to patients living too far from the present clinics.• Basic WASH and NFI activities are implemented to essential needs in the area.• Emergency medical relief sent to medical facilities and medical stakeholders inside Syria.
Activities inside Syria will increase and be extended in the second semester of 2013
TASKS AND RESPONSIBILITIES:
Working directly under the responsibility of the Logistic Coordinator, the Logistic Officer is in charge of the implementation, supervision and follows up the logistic activities in the Turkish base to facilitate the operational objectives of the project, with the resources, procedures and tools defined by the Logistic Coordinator. He assists the Logistic Coordinator in the implementation of the security rules.
More specifically, you:
1/ Supply Management • Establish and update purchasing timelines • Receive and approve quotes and internal order forms • Determine the adequate purchasing procedure • Analyse the offers • Supervise the preparation of purchasing documents and participate in the drafting of contracts • Select suppliers and negotiate prices, deadlines and delivery methods • Supervise purchasing • Ensure that dealings with suppliers are monitored • Manage the purchase follow-up tools and their capitalization
2/ Vehicle Fleet Management • Negotiate vehicle rental contracts • Establish vehicle movement schedules • Ensure that a complete breakdown kit is available on board all vehicles • Ensure that drivers are aware of their obligation to adhere to MDM safety rules and procedures • Check that vehicle log books are in place and are used correctly • Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analysed and recorded • Prevent the misappropriation of fuel and spare parts • Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored
3/ Equipment Management • Update inventory • Optimize distribution of materials • Organize the installation, safe-guarding and monitoring of materials • Install communication means and ensure that they are regularly maintained • Implement backup and data-protection procedures • Ensure the maintenance and correct use of IT equipment
4/ Storage Management • Ensure procedures are followed • See that all documentation linked to stock is complete and correct • Supervise monthly physical stock inventory
5/ Base Maintenance • Ensure the regular order for the guesthouse • Ensure the maintenance of the base • Upgrade and develop facilities for the leaving area of the expatriates.
6/ Human Resource Management • Supervise the work of Assistant Logistician and drivers • Recruit, train and supervise the logistics team • Conduct evaluation for members of the logistics team • Organize formal team meetings at regular intervals
7/ Reporting/Capitalization • Consolidate logistics packs monthly • Provide the logistics coordinator with all information needed to draft intermediary and final reports.
CONDITIONS OF EMPLOYMENT:
- Starting: 19/09/2013
- Duration: 3 months
- Contract: VOLUNTEER (French law)Monthly allowance: 915 euros / months (+ perdiem)
SKILLS AND EXPERIENCE NEEDED:
- You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model.
- Experience as a logistician for an international NGO compulsery
- Technical skills in : supply chain
- Be aware that Logistics is also paperwork, excel files and word documents
- Ability to work quickly, under pressure, and with short deadlines,
- Necessity to manage priorities and to adapt them daily according to the context,
- Must demonstrate flexibility to adapt to changing requirements,
- Negotiation skills.
