It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The MdM’s Turkey / Syria mission officially opened last July and gradually grew and we are updating the activities on regular basis, following the evolution of the context.

The position is based in Reyhanly, and the administrator / logistics may have to travel into Syria.

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the Field Coordinator and on constant collaboration with the Administrative Coordinator and the Logistics Coordinator, the Administrator/logistics is responsible for the overall management of HR and financial, accounting, budgetary, administrative and legal’s aspects of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission and to respect MdM and donors’ guidelines.He/she is as well responsible of the logistic on the base.

More specifically, you:

1/ Accounting-Budget planning & monitoring • Are responsible for the accounting, budget planning & monitoring • Update the administrative procedures and guidelines • Are responsible for the cash management & monthly fund request • Supervise the accounting and invoices & allowance payment of your site • Budgetary monitoring: construction or revision of the budget, monthly follow-up, work in close collaboration with the finance officer, identify and analyse of any discrepancy and propose solutions, are in charge of financial proposals and financial reports to donors

2/ Personnel management • Recruitment and management: are responsible for the recruitment procedure, ensure the existence of a suitable budget for all positions, ensure that job profiles are updated, are the focal point for the personnel to all administrative questions • Administrative management of the national staff: application of MDM legislation in accordance with the legal legislation

3/ Team management • Recruit, supervise and train the administrative staff • Provide regular appraisals to the team under your responsibility. • Support the managers for any administrative, accounting, financial and disciplinary issue.

4/ Legal framework • Establishe all formalities that could be required by the local authorities, within the times allowed • In coordination with the Administrative Coordinator check all contracts (rental contracts for instance, …)

5/ Communication and reporting • Write a weekly admin report • Write a monthly admin report • Participate to the weekly team meeting

6/ Logistic and security • Recruit, train and supervise the logistic team • Ensure the supply for the project: Reception of orders, Selection of the procedures needed, Purchasing, Packaging, Organising transport and delivery • Are responsible for the vehicle fleet management • Are responsible for the equipment management and the base management • Support the field coordinator in monitoring and analysing the security context

CONDITIONS OF EMPLOYMENT:

  • Starting: 02/09/2013
  • Duration: 3 to 6 months
  • Contract: VOLUNTEER (French law)Monthly allowance: 915 euros / months (+ perdiem)

SKILLS AND EXPERIENCE NEEDED:

  • You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model.
  • Experience of 1 or 2 years in a similar position
  • Experience in base opening
  • Experience in security management in tense situations
  • Experience in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
  • Experience in management of multi projects budgets
  • Good computer skills
  • Ability to work in a international team and in a changing context,
  • Capacity to work and to live in tense conditions (proximity to an armed conflict)
  • Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements

A good command of the SAGA software would be an asset

Languages: Fluent English (oral and written) mandatory

 Arabic or Turkish an asset
