BACKGROUND: Due to conflict in Syria refugees numbers in southern Turkey are on the rise since mid-2012. Presently, there are more than 340,000 Syrian refugees in Turkey. Most Syrian refugees are scattered throughout apartments in urban areas and about 188,000 are supported by the Turkish Government in 17 camps across southern Turkey. Financial and psychological coping mechanisms wear thin for those in Turkey. Collapse of health care and social service systems in Syria mean access to basic lifesaving services is limited as the country enters its third year of war.
SUMMARY: The Monitoring and Evaluation Officer is responsible for developing effective monitoring systems to collect information and analyze trends related to emergency response activities and donor requirements. The M&E Officer will be responsible for designing and implementing program monitoring and evaluation systems in coordination with the field technical and operational teams. In addition, the M&E Officer will coordinate with the Regional M&E Advisor on harmonizing regional approaches to data management and evidence building for IMC’s response to the Syria refugee and displaced populations. This person is also responsible for analyzing, interpreting and communicating information to promote informed decision-making for on-going and future programmatic activity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:• Test and implement flexible reporting structures and data collection mechanisms;• Implement and train on program monitoring tools (e.g. PMP, IPTT);• Manage and modify country based database to manage cross-cutting sector data;• Train technical focal points on the use and interpretation of data; • Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders;• Support the Regional M&E advisor in conducting quality assurance activities for key program interventions (water, sanitation and hygiene, mental health and psychosocial services, and primary health care);• Establish and maintain feedback mechanisms of program results for decision making;• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;• Perform other duties and responsibilities
QUALIFICATIONS:• Masters level or higher degree in epidemiology, public health, health information management, biostatistics or a related discipline;• At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks in the health sector;• Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;• Experience with M&E approaches for key donors such as USAID, OFDA and PRM • Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis;• Experience developing and implementing monitoring and evaluation plans;• Experience with survey and rapid assessment approaches;• Experience in database design and other tools for information management;• Competent in MS Excel, word processing, Power Point and experience using the statistical package EPI-Info. SPSS and STATA are a plus;• Fluency in written and spoken English is essential. Arabic is preferred.
