Project Summary:
In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID covering USAID-supported programs throughout Pakistan. The goal of the Monitoring and Evaluation Program (MEP) is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
The Program Administration Officer reports directly to the Deputy Chief of Party (DCOP) and is responsible for coordinating and managing day-to-day administrative and logistical support for all technical activities. S/he directly supervises the Procurement Officer, Program Support Coordinator, and Office Assistants, and works closely with the DCOP, Unit Senior Technical Advisors and Directors, and the Early Grade Reading Assessment Coordinator to plan, coordinate, procure, and track program support services and activities. S/he is responsible for arranging travel and logistical support for MEP staff and short-term technical consultants and monitoring all procurements related to program support services and activities. S/he works closely the DCOP to ensure that all procurement and administrative actions are properly documented and in compliance with MSI and USAID requirements and procedures. S/he is the point of contact for coordinating support needs for MEP field offices and is responsible for liaising with key vendors, partners and USAID on administrative matters. The Program Administration Officer is expected to demonstrate the highest standards of integrity and professionalism. This is a full-time position based in Islamabad with limited travel to field offices as needed.

Please note: This is a local position. Only candidates with Pakistani citizenship will be considered.

Responsibilities:

•Participate in weekly meetings with the senior management team to identity program support needs.

•Create and maintain a system to track program support requests from the technical units.

•Participate in / lead weekly operations staff meetings to inform staff of program support requests and mobilize and coordinate the necessary support.

•Arrange field travel and lodging for MEP monitoring, evaluation, assessment and special project teams and maintain a system for tracking any procurements related to travel, lodging and other logistical support.

•Coordinate with the Procurement Officer to ensure all travel and logistical arrangements are immediately followed up according to MSI procedures.

•Monitor and review all purchase requests, purchase orders, micro purchase orders and payment requests.

•Maintain a tracking system for all purchase requests and payments and coordinate an interface with the MSI home office.

•Supervise the inventory control system.

•Serve as the point of contact for the SBC and other key vendors and service providers.

•Supervise the office service contracts.

•Maintain MSI administrative policies, procedures, and systems.

•Contribute to a work culture of respectful interaction, team work, transparency and open communication.

•Work closely with the DCOP and COP to ensure MEP is in full compliance with USAID policies, procedures and regulations.

•Contribute to MSI and USAID program reporting requirements.

•Coordinate program administrative close out and start up activities.

•Other responsibilities as assigned by the Deputy Chief of Party or Chief of Party.

Qualifications:

•University degree required; Masters preferred.

•Significant experience using Microsoft Office, including creating and maintaining spreadsheets.

•Fluency in English and Urdu required, fluency in other regional languages beneficial;

•Excellent interpersonal and communication skills (writing and speaking);

•Highly organized work habits and attention to detail; and

•Experience working with international NGOs, contractors and the US Agency for International Development (USAID) preferred. Knowledge of FAR, ADS, and USAID procurement regulations, a plus.
