Syria is facing the largest humanitarian crisis of the 21st century with hostilities on-going, the number of refugees in the neighboring countries approaching 2 million and estimated 4 million in need of humanitarian assistance inside the country. in the neighboring countries. NRC assists Syrian refugees in Jordan, Lebanon and Iraq as well as people displaced inside Syria. NRC’s displacement response comprises shelter, distribution, education, water and sanitation, information and counselling. The response in the field has grown rapidly along with the dramatic rise in the displacement figures. All in all close to 600 national and 35 international NRC staff are engaged in the regional response, with an expected turnover of 75 million USD in 2013. NRC has been responding to the needs of the displaced by the Syrian conflict through a variety of interventions including provision and upgrade of temporary shelters, distribution of non-food items or upgrade to water and sanitation systems for displaced in collective accommodation.

We are looking for WASH Project Managers and Coordinators (PMs/PCs) who are availble for rapid deployment to the region. The PMs/PCs will be responsible for the planning and implementation of WASH projects including upgrading water and sanitation structures or waste management processes with a specific focus on innovative implementation approaches, including where possible through cash and voucher based programming, and strong monitoring and evaluation systems.

Job description

  • Plan and implement emergency WASH projects/programs rooted in participatory needs assessment and in-depth contextual analysis;
  • Select and implement WASH mechanisms suited to the humanitarian context and ensure strong monitoring and evaluation mechanisms are in place;
  • Supervise, recruit, mentor, coach and capacity-build local staff;
  • Ensure sound and pro-active financial management, compliance with NRC standards, donor requirements, and cost effectiveness measures;
  • Prepare proposals, concept notes, budgets, reports to donors in accordance with timelines and guidelines;
  • Represent NRC in relevant external meetings, ensure follow up on strategic inter-agency discussion and NRC positioning within the humanitarian community;
  • Provide input to the development/updating of response strategies and action plans.

Qualifications

  • Higher degree, preferably in engineering or related field of study;
  • Training and/or experience in related humanitarian areas e.g. camp management, distribution, and/or emergency preparedness, will be considered an asset;
  • Experienced field worker with at least 5 years of implementation of emergency WASH programs/projects;
  • Proven experience in project and program management including knowledge of PCM frameworks, solid understanding of M&E as well as humanitarian standards (HAP, SPHERE etc.);
  • Experience from complex emergencies and/or natural disasters in demanding security environments;
  • Experience in implementation cash and voucher based projects will be considered an asset;
  • Experience from coordination mechanisms, in particular within the emergency WASH cluster system;
  • Proven experience in assessing, designing, implementing, and monitoring WASH activities in emergencies;
  • Experience in strategic thinking and planning processes, ability to set priorities, prepare manageable work plans and to evaluate progress;
  • Proven skills in report/proposal writing;
  • Management and leadership skills, proven capacities in team building, staff mentoring;
  • A high level of awareness and sensitivity to the particular needs and capacities of women, girls, men and boys affected by humanitarian crises;
  • A strong understanding of cultural and religious sensitivities;
  • Fluency in English, both oral and written, knowledge of Arabic / Turkish an asset;
  • Holder of a valid international driver’s license;
  • Computer skills (common software programs, AutoCad or similar considered an asset).
