The Head of Technical Services will be responsible for achieving Greenstar’s strategic objectives relating to total market growth, cost-effectiveness, equity, innovation, and learning. This will be accomplished by building organization wide competitive advantage in service delivery through launching and scaling up products, services and concepts, including business models and processes that would address the unmet needs of Greenstar’s stakeholders. This full time position is based in Karachi, Pakistan and reports to the Country Representative.
RESPONSIBILITES: ? Directly oversee Health Services, Research and MIS, Operations and some of the research based programs.? Work with the CEO to achieve Strategic objectives of Greenstar that revolve around reducing unmet need and increasing CPR in Pakistan? Manage the technical departments and work with the COPs to ensure timely completion of Greenstar project deliverables? Play a senior leadership role within Greenstar; reporting directly to the CEO, the Head of Technical Services will engage across departments to improve the operational efficiency of Greenstar. ? In partnership with the CEO, develop and support an innovative culture within Greenstar. This includes ensuring the technical departments integrate international “best practices” for RH and FP, challenging COPs and department heads to innovate across all aspects of their jobs, and strengthen the middle management layer within technical departments developing a mechanism for capacity building and developing staff.? Provide direct supervision to Health Services and Operations department and monitor the performance of their departments, particularly customer satisfaction and the development and diffusion of new, superior offerings, while providing functional and technical support to all Programs? Work on developing and implementing Greenstar’s technical strategy, defining what the products, services and service delivery approaches might look like in the medium and long term.? Develop and test interventions that may offer competitive advantage for Greenstar.? Oversee the Award and Management procedure of donor funds.? Network with relevant PSI experts, through conferences and committees and actively represent Greenstar externally as well as within PSI, by presenting and publishing Greenstar’s work.
QUALIFICATIONS: ? Advanced degree in Public Health/ or relevant discipline;? 8-10 years of senior level experience in public health or related discipline? 4+ years experience managing a team in a developing country? Experience as a leader in technical areas such as Health Services, MIS and Research? Experience managing large project budgets;? Experience successfully managing complex operations in a developing country context.? Knowledge of PSI methodologies in research and marketing.? In-depth knowledge of international development, family planning and maternal child health issues.? Proven capacity-building experience in a developing country.? Preferred experience with monitoring and evaluating public health interventions.? Creativity and an entrepreneurial outlook? Ability to work effectively in partnership with a variety of audiences and organizations in a multicultural setting, including project staff, senior government, donor, and implementing partners.? Ability to work efficiently and quickly in a fast-paced environment.? Excellent English language oral and written communication skills
