SCOPE OF ROLE:

Reports to: Deputy Country Director Program Implementation
Dimensions: Save the Children works in over 50 districts in Pakistan with a current staff complement of approximately 2,500 staff and current expenditure of approximately $50+ million each year.
Staff directly reporting to this post: TBD (Dependent on country structure)

KEY AREAS OF ACCOUNTABILITY:

Strategic
• Design an effective strategy/campaign / package to develop awareness among women, adolescent girls and men on standards of RMNCHservices nutrition requirements, citizen entitlements under government laws and policy and consumer protection.
• Identify opportunities in awareness raising, community empowerment and engagement and other interventions to implement strategies for influencing household decision-making and behaviour among the poor and social groups to address social and cultural barriers that prevent service utilization and cause poor health.
• Design and Implement Advocacy campaign (Media) and planning, using BCC models/strategies in PHNP priority areas.
• Support the other departments in community based interventions
• set-up mechanisms to mainstream communities’ (and children’s) voices into health planning and programming at district level (district annual planning and budgeting).
• Facilitating policy dialogues with political parties for setting up community based accountability mechanism.
• Work with the Partnership Manager on establishing effective system of coordination with likeminded CSOs to work on Policy dialogue/Legislation involving communities.
• Develop plans and Activities for Media campaign and awareness.
• lobbying for effective implementation of laws and policies in PHNP priority areas for making them more responsive and relevant to the needs of the poor.
• providing advice to the government to integrate the perspective of women, girls and children from disadvantaged backgrounds into laws and policy
• Provide technical and organizational capacity building assistance to Regional and District Health Management Teams.
• Advise on and input into the development of appropriate strategies and the team's annual work plan.

  • Provide specialised technical support for the communication design and delivery of community mobilisation, accountability and empowerment in health, ensuring they are informed by relevant social and behavioural change theories, frameworks and formative research;

  • In cooperation with the SCUK Community Mobilisation and Participation Advisor support in the development of cascade training programmes, curricula, job aids and communication tools to support the implementation of community engagement / empowerment approaches.

  • In cooperation with the Monitoring & Evaluation Manager (?), Director of Accountability and Director of Policy, and SCUK Community Mobilisation and Participation Advisor provide tools and support the programme in effective monitoring and evaluation of community engagement and empowerment approaches / social and behaviour change interventions, enabling measurable outcomes and impact to be demonstrated;

  • In cooperation with Policy, Legislative, and Strategic Communications Advisors, ensure community-based and social accountability initiatives within health programmes are linked with policy influencing.

  • Identify and address capacity gaps through assistance in provision of training and identification of relevant capacity building opportunities related to social accountability, community empowerment & engagement and behaviour change approaches;

• Document and promote the sharing of good practice, gold standard tools and learning in relation to effective social and behaviour change approaches within health programmes across the Pakistan and Global programmes.

QUALIFICATIONS AND EXPERIENCE

• Masters in Public policy/Development Studies/Masters in Public Health.
• At least 5-10 years’ experience in community mobilization at scale in Pakistan and preferably other countries
• Should have experience managing the implementation of a community-based Projects.
• Skills in planning, design and implementation of participatory strategies to improve lives at community level
• Experience in community mobilization, strengthening RHMTs, DHMTs and collaborating NGOs
• Strong working experience with local partners in Pakistan, both private and public
• Ability to work independently and manage numerous tasks and report timely
• Excellent diplomatic, representational, problem-solving and interpersonal skills
• Excellent writing and presentation skills
• Strong computer skills
• Excellent management and communications skills
• Ability to work independently to a high professional standard
• Sensitive to the cultural & political environment
• Fluent spoken & written English language
• Knowledge of Pakistan and Region
