TERMS OF REFERENCE FOR CONSULTANCY: Expert for the realisation of a pre and post campaign analysis on TVET perceptions for school students.

Field: Technical Vocational Education and Training (TVET)

COOPI is currently implementing a project in East Jerusalem with the specific objective to improve the professional skills of the youth workforce in East Jerusalem, thereby enabling youngsters to take advantages and opportunities in the labour market.

Three main components characterise the action:

· Career awareness among primary and secondary school students, teachers, CBOs youth leaders, etc.

· Collaboration between Vocational Training Centres and Industry,

· Upgrading of vocational training courses.

Among the different activities, the project aims at the creation of a pre and post campaign analysis on TVET perceptions for school students.

Purpose and objectives

Under the guidance and supervision of the Project Manager, with the support of the local staff and in collaboration with the different actors of the project, the consultant will:

Ø Desk-review of current typology of TVET provision and general analysis of local situation,

Ø #Collect existing data and identify methodologies used in the on-going awareness campaign in primary and secondary schools, #with the purpose to #identify and thoroughly revise methods# already in place,

Ø Design and implement a Knowledge, attitude, and practice (KAP) survey to collect information on what is known, believed and done in relation to TVET and to analyse the impact of the career guidance campaign on students’ perceptions. To be addressed to primary and secondary schools.

COOPI will address and monitor the main steps of the work, and will review the final report before its publication.

Specific activities:

• work closely with the COOPI Project Manager, local Project Officer and Community Workers, to collect information and best address the work towards the realisation of a TVET Report,

• design and implement, through the support of COOPI staff, a KAP survey to:

ü identify knowledge gaps, cultural beliefs, or behavioural patterns that may facilitate understanding and action,

ü identify factors influencing behaviour, information that is commonly known and attitudes that are commonly held

ü assess communication processes and sources that are key to defining effective activities and messages

ü identify needs, problems and barriers in programme delivery

to analyse the impact of the career-guidance awareness program and enable COOPI to better set the programme priorities, to estimate resources required for various activities, to select the most effective communication channels and messages.

• make a brief introduction of the local context and of what TVET is, with specific focus on gender sensitiveness,

• submit to COOPI a final completely revised and edited Report, as per agreements reached with COOPI staff through the process.

Methodology and Technical Approach

The consultant will liaise closely with the Project Manager, the local staff and partners throughout the assignment.

To guide the survey design, the data collection and its analysis, the consultant should observe, but not limit to, the following steps-process:

— define the survey objectives: access existing information, determine the purpose of the survey and main areas of enquiry, and identify the survey population and sampling plan.

— design the KAP survey questionnaire.

— implement the survey: training of interviewers and managing survey implementation.

— analyse the data: entering and checking the quality of the survey data, and implementing the data analysis.

— use the data: highlights ideas on how to translate the survey findings into action, and elements to include in the study report.

— develop and edit the TVET Report.

Required Background and Experience

• Degree or higher level in Education, Development of Economics, International Development, or related field.

• At least 5 years of solid experience in international cooperation, preferably in non-formal education and vocational education and training.

• Demonstrated knowledge in design and implementation of monitoring and evaluation systems,

• Knowledge of quantitative and statistical analysis and reporting by using the Statistical Analysis programs is a must.

• Strong research qualifications.

• Demonstrated experience producing and editing English language Study Reports for use in international development.

• Strong inter-personal and communication skills.

•Willingness to work closely with COOPI staff and to revise documents and data on the basis of critical feedback.

• Knowledge of current Palestinian context desirable.

• Knowledge of English language, written and spoken, is a must,

• Arab language, desirable.

Conditions of work

§ The consultant is expected to work largely in East Jerusalem with frequent movement on field.

§ A working week is defined as 5 working days.
