Libya: Tripoli-based English-Arabic interpreter

Reboot is under consideration for a project to support the Libyan electoral commission in designing and implementing a mobile voter registration system in advance of the upcoming Constituent Assembly elections.
We seek a Tripoli-based English-Arabic Interpreter to support communication between project staff and local stakeholders over the course of the project.
Responsibilities
*Provide cultural and linguistic interpretation during interviews with project stakeholders, meetings, trainings and other interactions as needed.
*Provide support with document translation as needed.
*Help identify and recruit interviewees that fit desired voter profiles as needed.
Qualifications
*Must be a native speaker of Arabic (Libyan dialect) and proficient in English.
*Must be available to work an agreed-upon weekly minimum number of hours from early September 2013 to through mid-January 2014. Ability to be available on a full-time basis as needed is a plus.
*Must be a Libyan national and currently based in Tripoli.
*Empathy and emotional intelligence are core requirements. Must be sensitive and able to interact well with communities across socioeconomic backgrounds.
*No prior background in elections, mobile, or design research necessary, though any/all would be a plus.
*Experience in conducting social science (and especially ethnographic) research preferred, but not critical.
*Willingness to travel to research locations throughout the country as necessary.

(Note: This contract will run from early September 2013 through mid-January 2014, and will be administered via a retainer agreement by which the interpreter will be guaranteed a minimum number of hours per week paid at a fixed hourly rate, and compensated at that rate for any additional hours worked.)
