Project Description:Following the approval of the draft law for the Libyan constituent assembly elections by the GNC, the HNEC will begin formulating regulations defining the more specific aspect of its implementation. The procedural instructions play an instrumental role in the implementation of the electoral process as they ensure that uniform action patterns are carried out by HNEC staff. The Procedures and Training Department of the HNEC secretariat will therefore be the principle entity responsible for the formulation of the procedures.

The Training and Procedures Expert will develop and implement a five-day training focusing on the process of translating HNEC regulations into procedural instructions for up to 15 relevant HNEC staff. As such, the training will not have a substantive focus on any specific step of the electoral process, but on the general methodology of drafting procedures. The main objectives of the training will be the following:

• To capacitate the HNEC procedures and training department to draft procedures for the different part of the electoral process based on regulations issued by the HNEC Board of Commissioners.• To familiarize HNEC staff with different approaches to and techniques of directing operational actions according to predetermined standards.

The training should be based on a curriculum allowing the trainees to:• Formulate and use different methodologies to draft procedures for electoral operations• Use examples of procedures from other elections and countries as inspiration in the formulation of new procedures • Draft procedural instructions for HNEC staff based on HNEC issued regulations• Visualize operational actions according to predetermined standards and identify ways to design efficient behavioral patterns• Formulate clear, simple and easily understandable written instructions to all levels of HNEC staff• Receive and constructively use feedback from HNEC staff to calibrate and improve procedures• Use procedures as basis for the curriculum and design of trainings of HNEC staff

Job Responsibilities:- Prepare a five-day training module focused on the process of drafting electoral;- Develop tools and materials for the training;- Take the lead in implementing the sessions of the five-day training of selected HNEC staff while ensuring continuity and improve impact of the training;- Travel to Libya from August 23-31, 2013 to conduct the training on August 18-25, 2013;- Conduct other duties as assigned.
