Job Purpose: To lead a team of Public Health Engineers, ensuring that all contracted works are completed to the agreed specifications and within the agreed project timeframes and coordinate the design and construction project of the water supply network for the camp. Ensure maintenance of built facilities for the duration of the contract. Participate in further assessments as required and contribute to emergency water, sanitation and hygiene facilities.

DimensionsThe successful Public Health Engineer Team Leader will represent Oxfam on site and be responsible for the supervision of contracted works and direct implementation by Oxfam engineers in Zaatari refugee camp in consultation with the WaSH Coordinator, ensuring a high quality of construction/implementation by the contractors and staff, facilitating smooth delivery of the projects and ensuring that strict health and safety procedures are adhered to at all times.The PHTL will coordinate the delivery of the design and construction of a major water supply network that will supply all areas of the camp using on site Boreholes as the source and involve working with Consultant Engineers on the design and contract document preparation phase.In addition, and as needs arise, you will be a part of the emergency response team, responsible for designing and installing light, rapid and simple toilet, shower, handwashing and water collection facilities. The scope of work will vary depending on the circumstances.You may be requested to support the HC PHE in assessments of water, sanitation and hygiene facilities within Northern Jordan and prepare a recommendations and BOQ's for required repair or rehabilitation works.As an experienced Water Engineer you will have extensive experience in the water distribution network installation, and civil engineering construction environment. You will have experience in sub surface plumbing, water distribution network design and or construction and reinforced concrete laying and general building construction.You will have detailed knowledge of setting out procedures, dimensional drawings, and site supervision procedures. You will have experience and be able to develop project work plans and targetsYou will be lead the site supervision team consisting of Site Engineers, skilled persons (Mason, Plumber etc) and the maintenance manager and team. As such you will be responsible for the management of the team, including performance management, team dynamics and collaboration with the PHP/Social Mobilisation Team.Set performance objectives with your line manager, as well as managing the process for those within your own team.Work patterns are not routine and often high pressure.Flexibility, Willingness to learn and enthusiasm for humanitarian work.

Key ResponsibilitiesAssessmentsTogether with the team, and in discussion with UNICEF.UNHCR, lead on the PHE component of any assessments in the camp, making key recommendations where Oxfam can have added value.On the basis of needs assessment and programme objectives, support the Programme Manager & WASH coordinator in designing and initiating the WASH activities including any additional emergency preparedness and response. There will be a particular focus on supporting the consultant on design of water reticulation system.

Programme Implementation

Design: Set out procedures, prepare BoQs/dimensional drawings, and site supervision procedures. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done is carried out against agreed quality standards, and ensure the project stays within assigned schedule and cost targets, including adherence to health and safety proceduresContract management: Liaise with contractors and their selected suppliers, ensuring all items are designed, manufactured, assembled and commissioned in line with agreed project specifications and fit for purpose - guiding contractors for setting out locations and ensuring contractor setting out is accurate and in line with project drawings. Review and approve method statements received from the contractorsMonitoring: Establish systems and controls for daily site checks and documentation including production of installation and progress reports in collaboration with the contractor's representatives, with comprehensive documentation of supervision activities. Ensure a photographic diary is maintained. This includes producing monthly technical reviews of contractor and sub-contractor performance as well as producing non conformance reports, establishing a database and contributing to the close out of non conformance. Responsible for keeping a log of all 'lessons learnt" during the project, liaising with MEAL Officer to ensure consolidation of lessons learntPlanning: Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways. Responsible for ensuring PHE indicators (output and impact) are met.Coordination & Representation: Identify main stakeholders involved, and establish effective working relationships with UNICEF, UNHCR, authorities, private contractors and WASH NGOs etc.

Programme approach

To liaise closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Ensuring PHE is integrated with PHP, with a protection and gender lensTo ensure that programme implementation activities are within the parameters of the public health needs. This includes identifying appropriate designs for implementation; support the PHP in community structures and identifying training needs to empower these structures as well as ensuring linkages with UNICEF, UNHCR m other WASH players and authorities (if necessary)Wherever possible, undertake an empowering approach to working with refugees/communities, ensuring that all members of the community, women, men and children are involved in all aspects of the programme implementation from planning to evaluation and that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam's response is in line with the needs of the affected people.

Documentation and Representation

As the PHE TL, take an active lead in planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the PHE programme.Write regular PHE reports adhering to OGB reporting formats at intervals to be decided by the programme manager (at least monthly). This will also include donor reports.To be an integral part of the programme management committee especially in addressing key decisions affecting programmeTo represent OGB on technical matters in coordination meetings with UNHCR, UNICEF and other key players

Co-ordination/Representation & Reporting

Ensure full co-ordination of all public health work with interventions managed by UN agencies, local and international NGOs and government agencies in programme areaRepresent Oxfam at the various coordination meetings at camp and, if required at national levels ensuring compatibility with overall commitments and policy/programme priorities in public healthReport the relevant information and action taken to the PM and the WASH CoordinatorSubmit regular written situation reports to the Host Community TL and WASH Co • In collaboration with other coordinators, write and participate in producing donors report and proposals • To brief press, media, other agency staff and Oxfam supporters as agreed with the Humanitarian Programme Manager, Humanitarian Department and Press Office.

Staff and budget management

As necessary, lead on recruitment, training and supervision of public health engineering staff under a workable and accountable management structure. Skills and CompetenceWater or civil engineer degree qualified with at least five years practical experience in civil engineering/water works in the INGO sectorDemonstrable experience in working on water distribution networks; including pumping systems, tank installations, and plumbingPrior hands-on experience working in a refugee camp setting with good understanding and practical experience in dealing with UNHCR & UNICEFTeam and site project management experience, with strong team building and leadership skills and flexibility to work in different environmental context Sensitivity to the needs and priorities of disadvantaged populations.
