BackgroundWorking in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees are focused on supporting the health, women’s protection and empowerment, economic recovery and development and child protection sectors in northern Jordan. The program presence includes a field office in Mafraq, two clinics in Mafraq and Ramtha and work in three refugee camps – Zaatari, King Abdullah Park, Cyber City and soon Azraq.
The IRC maintains humanitarian programming focused on aiding refugees seeking asylum in Jordan and also manages a smaller humanitarian program in the Palestinian Territories (PT).
ResponsibilitiesThe Grants Coordinator (GC) will provide support and quality and compliance oversight to IRC’s programming, which currently focuses on supporting the vulnerable Syrian refugee population in Jordan and the most vulnerable groups in the PT. The GC will work to ensure appropriately designed programs and proposals, high quality donor reports and that all programs and support departments are aware of and in compliance with all IRC and donor rules and regulations for grants management. The GC will work closely with the in-country program teams to assure robust and common monitoring and evaluation systems are deployed across the country program portfolio. The GC will report to IRC’s Jordan Deputy Director for Programs, but will maintain a close collaborative working relationship with the Jordan Country Director as well as the Grants Coordinator based in Turkey. In addition, the GC will be responsible for managing and building the capacity of the Grants Manager and Grants Officer.
Strategy & Program Design• Become familiar with the IRC Program Framework (PF) and once developed, the Country Program Strategic Plans (CPSP) for IRC Jordan and the PT.• Working in collaboration with IRC Management and technical colleagues to develop high quality funding applications and proposals that are evidence-driven and include input from all involved stakeholders (e.g., targeted communities, potential partners, the government). All newly designed programs should be built upon the foundation outlined within the IRC Program Framework.• Collaborate with the program teams to ensure the development of strong needs and impact analysis processes, including needs assessments and surveys.
• Support developing monitoring and evaluation plans in coordination with program teams and the DDP within each program and proposal. When necessary, develop logical frameworks and indicators with technical input from program staff.
Grants and Compliance• Work closely with the Turkey Grants Coordinator (focal point) on Syria Response grants for all multi-country award reporting. • Ensure program teams are aware of and preparing high quality activity and donor reports. Review and edit all reports to ensure compliance with donor regulations. Submit high quality activity and donor reports on time.• Provide technical guidance on IRC and donor regulations to ensure compliance within operations, program implementation and reporting, in coordinaton with IRC’s HQ and IRC UK, when necessary. Raise compliance issues proactively with senior management as necessary.• Support the organization and follow-up of grant opening, monthly budget v. actual, and grant close out meetings.• Maintain the grants library in Amman, which includes keeping hard and soft copies of all grant-related materials filed appropriately and in a timely manner.• Work with the Amman-based Sub-Grants Unit to ensure appropriate coordination and support of sub-grant documentation and reporting. • Collaborate with the Finance Controller, the Country Director, DDP and Depty Director of Operations, and the Head of Office for PT to assure donor and IRC compliance during the identification of national partner organizations. This will include playing an active role in partner capacity assessments, grant agreement negotiations and review and approval of sub-grant deliverables.• In coordination with programs and the DDP make proposal developing action plans and ensure proposal submission according to donor deadlines
Monitoring• Assist programs during the development of monitoring and evaluation plans during the design phase of each new project.• Collaborate with programs to refine common approaches and tools for monitoring program implementation. Highlight the importance of streamlined systems that inform program quality improvement and meaningful reporting.• Oversee the preparation of high quality weekly and monthly reports, including the collection and review of grant indicator tracking sheets.
Management• Supervise and build the capacity of the Grants Manager and Grants Officer to ensure that all tasks are completed properly and are up-to-date.
• Ensure with programs that compliance with all grant rules and regulations (internal and donor) during project implementation and closeout.• Maintain contact and coordinate with donors regarding grant implementation, compliance and other requirements, in coordination with senior management. Actively participate in relevant donor meetings and coordinate meetings as necessary.
Requirements• Graduate degree – international development or similar, or Bachelors Degree with significant grants management experience and superior writing skills.• Demonstrated field-based experience with grants management.• Strong understanding and knowledge of USAID/OFDA, EU/ECHO, DFID and other donor rules and regulations.• Proven competency with program design, M&E, proposal writing (including logical frameworks) and building budgets. • Excellent writing skills and experience in writing proposals/concept notes• Good management and coordination skills• Ability to work independently while being a strong team player.
Work EnvironmentThe position will be based in Amman, Jordan, and is an unaccompanied post. The IRC’s security phase for Amman is currently yellow. The GC may have minimal travel requirements to PT as needed and will be expected to visit Jordan field sites as part of orientation and quality grant management.
