Main objective:
The Head of Base Bukavu is the responsible for AVSI RDC in the province of South Kivu in terms of programs, security and operations. The role is to assure the coordination of programs and operations in South Kivu, as well being the representative of AVSI in the province.
Reporting to: Head of Operations and Head of Mission
Specific duties:
Management of Programs – implementation and evaluation
- Provide leadership, in terms of management and strategic orientation, for all the programs in South Kivu ;
- Monitor the coordination of programs to ensure their quality and cohesion ;
- Follow, in collaboration with program managers, the financial monitoring of all projects in South Kivu.
- Assuring that financial analysis and planning is done on a monthly basis and that corrective measures are taken if necessary.
Management of Programs – strategic planning
- Follow the strategic development of programs, identifying areas of weakness and developing strategies for their improvement ;
- Assist program managers to develop and coordinate interventions, ensuring AVSI and donor standards are closely followed ;
- Play an active role in the development of sectorial strategies for AVSI RDC.
Provincial Coordination
- Be the focal point for the logistics, HR and administration in South Kivu, working with the heads of departments and the Head of Operations to ensure standards and to resolve problems ;
- Represent AVSI in front of donors, government agencies and the wider humanitarian community in South Kivu, ensuring AVSI’s presence at key coordination and cluster meetings ;
- Ensure that security rules are implemented and followed by all AVSI staff during missions;
- In collaboration with the Security Officer and Head of Mission follow the security situation in South Kivu ensuring the security of staff in the field.
Essential Requirements:
- At least 2 years experience as a Head of Base in an emergency context (experience in Eastern Congo is an advantage) ;
- Experience in managing emergency distributions and interventions ;
- Proficiency in written and spoken French ;
- Proficiency in English an advantage.
