Overview:The Clinton Health Access Initiative (CHAI) works in partnership with country governments, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

CHAI recently worked with major donors in the global community reach an agreement to reduce the price of certain contraceptive implants by over 50% for the developing world. This price reduction now makes it more feasible to offer women the choice of contraceptive implants as an effective method of long-acting reversible contraception (LARC) alongside other forms of LARC and short acting methods. To ensure that this price reduction ultimately benefits women with unmet family planning needs, CHAI is assisting governments and coordinating with donors and partners to rapidly scale up access to implants.

CHAI is looking for a Family Planning Analyst to provide support to the Government of Cameroon and collaborate with partners to assemble, organize, and analyze data and generate evidence to inform expansion of implant services to rapidly increase access. The Analyst will also lend analytics expertise as needed to CHAI family planning country programs elsewhere in Africa. The Analyst will be based Yaoundé and will report to the Country Program Manager and to the Global Program Director. Frequent travel in-country and regionally will be required. The Analyst will work very closely with the Ministry of Health of Cameroon, interacting on a regular basis with donors and implementing partners, to perform the analysis needed to inform a rapid, effective, government-led plan for expansion of implant services. In providing technical assistance to CHAI country programs, the Analyst must be able to adapt quickly to new environments and scenarios, problem solve independently and with limited supervision, and process large amounts of information logically and efficiently. The Analyst must develop a thorough understanding of the family planning supply chain and service delivery systems, and stay up to date on issues of interest in the space. Strong quantitative and analytical skills are pre-requisites for this position.

Responsibilities:The Family Planning Analyst will work with the Ministry of Health and relevant partners to:• Improve quantification and forecasting for contraceptive implants to better reflect true demand for the product, and work with MoH and partners to better coordinate procurement• Analyze implant volumes and distribution patterns at the regional and, where possible, facility level to rationalize distribution and provide ongoing troubleshooting support to ensure volumes distributed match needs and HR capacity• Assist with development of the LARC components in the upcoming revision of the Reproductive Health Strategic Plan, including supporting analysis to set ambitious but achievable targets• Quantify and map current human resources for implant provision and those required to expand services to reach access goals• Quantify gaps in funding needed to achieve access goals, and provide additional analysis as needed to advocate for this fundingThe analyst will work with CHAI country programs to• Provide advanced analytics support to Ministries of Health across a range of areas, such as commodities forecasting, human resources tracking and modeling, and costing• Assist countries to build, maintain, and use models and databases in ExcelQualifications:• Bachelor’s degree and at least 4 years of professional experience in the private or public sector• Excellent problem solving, analytical, and quantitative skills, including significant experience working in Excel• Strong diplomatic and interpersonal skills, and ability to build strong, intercultural, professional relationships with a range of stakeholders• Ability to learn quickly and absorb and synthesize a broad range of information• Ability to handle multiple work streams in parallel, set priorities, and work independently and quickly with limited supervision• Strong organizational skills

Preferred qualifications• Experience working in developing countries, especially with governments• Business analysis, management consulting or other relevant private and public sector experience• Experience working in procurement and supply chain management• Experience with quantification and forecasting of commodities• Strong written and oral communication skills in French
