Youth-Health & Development Organization (YHDO) YHDO is a non-governmental and non-for-profit organization established in 2009.YHDO has extensive experience of managing effective development programs.

YHDO has been received grant for Development of District Level Disaster Preparedness and Response Plan in two provinces including Bamyan and Daikundi provinces of Afghanistan.www.yhdo.org

The main objectives of the project are:

1) To develop disaggregated profile of each targeted District Administration
2) To enhance communities engagement in mitigating risk through awareness raising efforts.
3) To develop districts DPR (Disaster Preparedness and Response) plans by analyzing data collected during pre-census.
4) To build the capacity of districts administrations; creating consensus on responsibility adoption and proper response to potential disaster.
5) To fill the gaps in provincial level technical capacity through training sessions after mapping needs and provincial plans.

Role and responsibilities of technical consultant:

The main roles of technical consultant will be:

• Design assessment and pursue the most effective methods to identify the priority areas for disaster in the targeted provinces
• Assist in preparing district profile for the selected district including Identify the types of disaster and their risk level through initial assessments
• Develop coordination mechanism among key players and Conduct meetings with stakeholders
• Develop comprehensive districts disaster mitigation, preparedness, response and recovery plan in close coordination with district authorities, stakeholders and community leaders
• Prepare training materials for capacity building of various stakeholders on disaster preparedness and response
• Assist in developing Disaster Preparedness Awareness Promotion materials
• Assess available mitigation and response capacity of the targeted population
• Build the capacity of the vulnerable population of the targeted areas in the implementation of the disaster mitigation, preparedness, response and recovery mechanisms

Required qualification and skills:

1) University degree- Master in the field of social science, or public health
2) 3-5 years proven experience in the field of disaster management at community level
3) Proficiency in English language

Duration of consultancy: 45 days.
