The Norwegian Refugee Council (NRC) has been present in Afghanistan since late 2002, and Afghanistan is NRC’s second largest program globally. NRC’s activities in Afghanistan focus on Information Counseling & Legal Assistance (ICLA), Shelter, Youth Education, Livelihoods Support and emergency response activities. There are currently 7 field offices in Afghanistan in the West, East, and North regions, while the main Support Office is located in Kabul. The Afghanistan program currently employs some 500 national and 17 expatriate staff.

As a humanitarian NGO, NRC’s security management policy is based on principles of acceptance and protection and takes a non-confrontational approach to security, with awareness, avoidance, and preparedness at its core. The Security Advisor leads the security section, which supports the Country Director in safe management of the country operation.

The primary purpose of the Security Advisor is to provide professional security support to the Senior Management Team in security-related matters and crisis response to enable NRC staff to conduct their work in a safe, appropriate and effective manner.

Job description?Be responsible for the implementation of the NRC Security Management System in Afghanistan and provide updated strategic analysis of political/military context and developments and resulting impact on NRC operating environment. ?Advise on implementation of mitigating safety and security measures in support of NRC's Afghanistan Country Strategy. ?Work on ensuring, maintaining and improving access for ongoing and new NRC program activities by conducting Security Risk Analyses (SRA) according to minimum operational requirements outlined in the NRC security instructions ?Implement the security management system for NRC Afghanistan in accordance with NRC security instructions, and in close consultation with the Country Director and Global Security Manager (GSM) in Oslo ?Monitor, evaluate and suggest changes and improvements in the NRC Security Management System based on observations and inputs from the NRC Afghanistan team ?Revise the NRC Afghanistan Security Plan, keep the plan updated with recommended improvements, and train all NRC Afghanistan staff to ensure a thorough understanding, awareness and adherence to the plan ?Maintain, develop and implement Standard Operating Procedures and Contingency Plans country-wide ?Communicate and maintain close and enabling relationships with relevant external actors, ANSO in particular, in the area of responsibilityAssess needs for capacity building and mentoring of security staff with a view to develop and improve national security staff support for ongoing and new NRC program activities ?Facilitate training of all NRC Afghanistan staff in general safety and security ?Develop a country-wide security related-budget in close consultation with Senior Management Team ?Develop the capacity of Field Security Officers in relevant NRC field locations to oversee security-related matters in field offices, including physical site security, contingency planning, and crisis management

Qualifications?Relevant university degree preferably in security risk management and/or international relations, political science or social studies (history/political science/social science) OR Significant work experience in the security sector and related course qualifications ?Five years of professional work experience at international levels in security management of humanitarian/development programs in insecure environments ?Experience in liaising with civilian and military government authorities as well as with regional, national and international institutions ?Significant experience of assessing political and security contexts in countries affected by conflict/complex-emergency countries ?Demonstrated ability to write in precise and clear language ?Mature understanding of the dynamics between NGOs and their key stakeholders ?Able to build staff capacity using various methods ?Analytical, negotiating, communication and advocacy skills ?Supervisory and managerial skills ?Fluency in English is required. Knowledge of Dari and Pashtu is an asset ?Awareness of gender and culture issues ?Translate strategic objectives in to plan of actions ?Adherence to the Norwegian Refugee Council’s Codes of Conduct and affinity with organizational values: dedicated, innovative, inclusive and accountable ?Holder of a valid international driver’s license

We offer?Commencement: Mid November 2013. ?Contract period: 18 months with possible extension ?Salary/benefits: According to NRC’s general directions, approximately NOK 52.425,- (€ 6.697) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries. ?Duty station will be Kabul. This is a non family posting. The security situation is volatile which results in limited movement recreation facilities. Accommodation is modest and international staff members can be required to live in shared accommodation.
