Afghanaid uses a rural integrated approach to community development including agriculture and livestock production and micro-enterprise development with gender equality, good governance and disaster risk reduction as cross cutting themes. In 1995, Afghanaid became one of the first NGOs working in Afghanistan to shift from humanitarian relief to recovery and development, through participatory community recovery and development programming. Over time, Afghanaid has progressively contributed to the MDGs development ambitions through an integrated community development programme, reaching 1.2 million people across 21 districts of Badakhshan, Samangan, Ghor and Nuristan provinces. With 415 staff members, of whom 97% are local, Afghanaid’s present set-up is comprised of a lean, registered London office , a main office in Kabul, three provincial offices in Samangan, Badakhshan and Ghor; and 18 district offices spread over all three provinces. Afghanaid has successfully implemented multi-year, large and complex projects/grants funded by amongst others, Department for International Development (DFID); European Union; several United Nations Agencies; German Technical Cooperation (GIZ/formerly GTZ); World Bank; Swiss Agency for Development and Cooperation (SDC); Norwegian Ministry of Foreign Affairs; and the Government of Islamic Republic of Afghanistan Ministries of Rural Rehabilitation and Development, and Agriculture, Irrigational and Livestock.

The ProjectAfghanaid is seeking a Project Manager, for an anticipated European Commission DirectorateGeneral for Humanitarian Aid - DG ECHO funded disaster risk reduction project in Badakhshan,Afghanistan which aims to enhance the capacities of disaster prone communities andgrassroots and government institutions to mitigate effectively risks and prepare themselves torespond better to future disastersThe positiona. Project Implementation? Responsible for successful implementation of the project in accordance with theapproved LFA, work plan and budget? Develop detailed monthly activity plan based on the approved work plan? Induct all key stakeholders in the salient elements of the project? Set in place a monthly progress review and planning mechanism for the project team? Provide support and facilitate capacity building of local community institutions, localgovernment and schools in order to enhance their resilience against natural hazards? Effectively work with the provincial programme manager, district programme coordinator,national DRR coordinator and Deputy Programmes Director in order to ensure that theproject is successfully implemented as part of Afghanaid’s programme.b. Monitoring & Evaluation? Design and commission project baseline assessment including a detailed and analysedparticipatory community-based vulnerability, hazard and capacities assessment? Manage a project monitoring system to generate qualitative and quantitative data todocument milestones of project progress and to take management decisions and actionsfor course correction? Prepare ToRs and support Head Office in commissioning of an end of the projectexternal evaluation? Ensure dissemination to internal and external audiences of evaluation findings, bestpractices and critical lessons learned together with recommendations to inform designand implementation of similar projects in future? Ensure that project progress, data and evaluation findings are shared with the M&Eteam and integrated into programme monitoring processes.? Take part in internal programme audit procedures.c. Peoples Management? Responsible to ensure all project staff are recruited and well inducted and have clarity ofroles & responsibilities? Provide technical guidance and capacity development of the project team? Effective line management and capacity building of national DRR Coordinator andproject staffd. Financial and Logistics Management? Oversee the financial management of the project budget in close collaboration with theprovincial and national finance teams? Prepare annual spend plan with monthly phased expense plan linked with work plan andactivity plan? Monitor proper utilization of the project budget on monthly basis and prepare budgetvariance analysis report and take fast and effective decisions in response to this.? Develop and implement plans to address significant over/under spends? Prepare project procurement plan and execute it in line with Afghanaid and ECHO’slogistics and procurement procedures and guidelines? Work closely with the provincial programme managers to allocate and monitor sharedoverhead costs.e. Reporting & Documentation? Prepare and submit narrative and financial reports on monthly, quarterly, bi-annual, andannual basis to report on project progress at output and outcomes/results level as perorganisation’s and donor’s requirements? Responsible for end of the project final report to the Afghanaid head office in Kabul? Document lessons learning and best practices, prepare case studies and stories ofchange, including developing a portfolio of visual documentaries (photo and video)f. External Representation, Networking and Advocacy? Lead on project coordination activities with other DiPECHO partners? Regular update and liaison with government officials and the Afghanistan nationaldisaster management authorities (ANDMA) in particular.? Facilitate visit of donor missions to the project areas, and ensure that they are briefedproperly? Responsible for coordination with national and international stakeholders? Develop an active network for mutual learning and exchange of experiences with otherpartners of DIPECHO working in the province and at national level? Develop common plans for project visibility with other DIPECHO partners including suchactions that promote positive perception of them among communities, media andgovernmentg. Security Management? In close coordination with the Provincial Programme Manager in Badakhshan and linemanager, be responsible to analyse security of the project operating environment? Responsible for security of staff and project assetsh. Supporting Programme Level DRR Work? Review existing AAD CBDRM model and suggest changes for its improvement? Develop operational methodologies, training modules, and awareness raising material? Support in capacity building activities for AAD staff and partner organizations? Support Programme Development & Knowledge Management department of AAD indeveloping funding proposals related to DRR? Support in strengthening DRR component in NSP programme? Give assistance in preparing toolkits for various surveys such as baseline, needassessment and guide survey teams in conducting field surveys? Provide technical backstopping to DRR components of other AAD projectsPerson SpecificationWe seek a candidate with 5-7 years of proven project management experience related to DRRalong with a post graduate degree in the relevant field. Previous DIPECHO project managementexperience is a significant advantage. The candidate must have a broad development vision,experience in dealing with donor accountability, managing diverse teams, coordinating with localinstitutions, excellent budget management skills and highly developed competencies incommunication and analytical reporting in English. Knowledge of Dari and Pashtu language willbe an added value. She/he should have demonstrative evidence of having lived and worked inpost conflict context and excellent interpersonal capabilities.
