The purpose of the Regional Afghan Municipalities Program for Urban Populations (RAMP UP) is to create effective, responsive, democratic, transparent, and accountable municipal governance in the fourteen provinces that comprise the International Security Assistance Force’s (ISAF’s) Regional Command East. RAMP-UP East: (1) increases the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, (2) improves the delivery of municipal services to citizens in target municipalities, and (3) increases municipal capacity to enable and sustain economic growth.

Located in Kabul, the Economic Development, Revenue & Tax Advisor will advise Municipal Team Leaders and Embedded Advisors on issues and activities related to economic development, revenue generation and privatization of municipal services. He/she will work closely with municipal, national government, and private sector partners throughout the Eastern Region.This position is an STTA. The duration of this position is for approximately 2 months.

Specific Objectives and Duties:

  1. Supports GIRoA to increase municipal revenue collections from existing revenue sources and develop additional revenue sources that are currently not being exploited;
  2. Advises or directs the conduct of the baseline, annual and end of project municipal assessments as they relate to economic development for individual partner municipalities.
  3. Advises or directs development of Economic Development Plans for each municipality and structures and guides the plan’s implementation subject to annual reviews and revisions.
  4. Provides targeted capacity-building for economic development skills that may include, but is not limited to: organizing/managing local public-private partnerships, clarifying roles and responsibilities for business attraction, retention and expansion; establishing business development center or business round table to support economic development initiatives in participating municipalities.
  5. Coordinates with other RAMP UP contractors working on similar topics and works with other donor programs to ensure coordination and consistency in approaches to revenue generation and economic development.

Qualifications• Advanced degree in business administration, economics, accounting and/or other relevant field;• Minimum five years of experience in local governance, including: urban planning, strategic planning, financial management, accounting, or public works.• Prior experience in international development and USAID-funded projects strongly preferred. • Experience in Afghanistan or a similar conflict environment preferred.• Proficient in use of Microsoft Excel and Word;• Excellent English written and verbal communication skills
