Chemonics seeks a chief of party for the anticipated USAID-funded Initiative to Strengthen Local Administration (ISLA) project. ISLA will work with central and provincial counterparts to strengthen the sub-national government system in Afghanistan, ultimately improving provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. The chief of party will be responsible for the overall technical and administrative implementation of the project and will be based in Kabul. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:* Provide targeted training and technical assistance to provincial actors (topics include representation, prioritization of citizen needs, budgeting, advocacy, and oversight of service delivery)* Help provincial actors communicate and gain support for provincial plans from the central level * Streamline procurement and administrative processes at the sub-national level* Improve provincial actors ability to strengthen mechanisms for increasing efficiencies and transparency* Increase the involvement of local entities in planning and implementing budgets for sub-national programs and coordinate budgeting efforts, set priorities, and plan for provincial needs
Qualifications:* Advanced degree in public administration, public policy, finance, or related field required* Minimum five years of progressively responsible experience in managing and implementing large donor-funded programs, preferably in post-conflict settings* Minimum five years of progressively responsible supervisory experience, managing a diverse team of professionals* Experience designing and implementing capacity building initiatives at the sub-national governance level* Record working alongside provincial officials to adopt and implement new systems and policy initiatives * Ability to travel to regional provinces* Demonstrated leadership, versatility, and integrity* Fluency in English required, fluency in Dari or Pashto desirable
