Context:Under the direct supervision of the Chief, HR Policy and Advisory Services and in coordination with the Office for Legal Affairs (LEG), the successful candidate will be accountable and responsible for guiding offices in the consistent implementation of Staff Regulations and Rules IOM-wide.

Core Functions/ Responsibilities:1. Assess the adequacy of existing HR policy issuances, identify issues that require change, propose modifications and draft the related policy papers, to meet the organizational needs as well as changes within the United Nations Common System (UNCS).2. Undertake research on HR matters, including exploring practices in the UNCS and other inter-governmental organizations and prepare recommendations accordingly. Ensure that HR policies are up-to-date and disseminated IOM-wide.3. Provide advice and recommendations on staff issues that could potentially lead to grievances and appeals.4. Manage HR aspects of grievances, appeals, disciplinary matters and other potentially contentious cases taking into account the Staff Regulations and Rules, Instructions, policies, procedures and practices, relevant principles of law and ILO Administrative Tribunal (ILOAT) jurisprudence.5. Prepare written briefs, provide information on administrative matters for the Administration's responses to the staff and the Joint Administrative Review Board (JARB) in liaison with the LEG and maintain the record of all cases. Ensure that any HR follow-up action is implemented. Represent administration in appeal cases heard in front of the JARB.6. Provide advice on all procedural issues regarding the handling of disciplinary cases. When required, participate in the resolution of conflicts, fact-finding and investigation missions.7. Provide advice on application, and where necessary interpretation, of Staff Regulations and Rules and related HR policies and procedures, taking into account past practice and precedents and, if necessary, case law. Promote consistent application of HR policies throughout the Organization. Maintain a log of waivers and precedents.8. Serve as the focal point on all issues related to conditions of employment of local staff in the field. Provide policy guidelines to the Chiefs of Mission, in particular where local staff are subject to local labour laws and/or participate in the national social security scheme.9. In coordination with Field Personnel Support Unit/ Panama Administrative Centre (FPSU/ PAC) and Manila Human Resources Operations (MHRO), advise field missions with regards to staffing needs and HR best practices as related to organizational design and change management processes.10. Participate in various in inter-agency working groups and task forces relating to HR policy development, coordination and harmonization.11. Perform such other duties as may be assigned.

Required Qualifications and Experiencea) completed Master's degree from an accredited academic institution, preferably in Law, Public Administration, Human Resources Management or a related discipline, b) five years of professional experience (or seven years for candidates holding a first level university degree) in Human Resources management and/or administration of justice, preferably in an international, non-profit environment; c) experience in one of the organizations of the UN Common System and field experience a distinct advantage.

LanguagesFluency in English is required. Working knowledge of French and Spanish an advantage.
