Libya: Porgramme officer, Humanitarian Mine Action

DanChurchAid (DCA) is currently seeking a Programme Officer for the Humanitarian Mine Action programme in Libya. DCA is offering a job that will make a significant difference and improve the lives of people living at risk from Explosive Remnants of War (ERW) and assist in the reconstruction of societies after conflict.
DCA has been working in Libya since May 2011, implementing HMA, Psychosocial support, Armed Violence Reduction and Gender programmes.
The Programme Officer will refer to the International Programme Manager, and is responsible for conducting day to day monitoring of the project “Security, Protection and Stabilization Program in Libya” in cooperation with consortium members, and for ensuring that the project is implemented according to the approved proposal and in compliance with the rules and regulations of EuropeAid and DanChurchAid. The Programme Officer is responsible for the production of internal and donor reports, and communication materials about the programme.
The Programme Officer will have the following overall main responsibilities:
• Ensure that administrative and financial procedures are followed according to EuropeAid and DanChurchAid guidelines and cooperation agreements for proper implementation, documentation and follow-up of project activities.• Keep partners informed about all substantive and administrative matters relating, directly or indirectly, to the project.• Participate in partner/consortium meetings. Record minutes of these meetings and disseminate to relevant recipients.• Monitor progress of and, if necessary, revise project activities and work plans in close coordination with Programme Managers (PM) and/or the consortium partners. • Prepare modifications to the project document, if and when necessary, and communicate them to the DCA HQ for further communication to the EU Delegation.• Facilitate external monitoring visits and dissemination of results among Consortium partners.• Regular field monitoring visits to implementing partners.• Prepare monitoring reports and share them with all relevant parties. • Follow up on expenditure on the project.• Facilitate financial reports from consortium partners in due time to DCA finance team (HQ).• Facilitate information about budget and spending of project to consortium partners. • In coordination with programme management Identify needs for training and capacity building among DCA national staff and partner organisation• Develop plan for facilitating proper documentation of capacity building and staff development• Maintain close communication with PM and with DCA staff at HQ level and other ‘in country’ DCA programmes• Support DCA HQ communication department with updates about the Libya programme
Qualifications required:
• Proven familiarity with administration and implementation of EuropeAid funded projects • Experience in monitoring budgets and expenditures as well as preparing financial reports • Degree or equivalent in social sciences, development, conflict studies or other related fields• Proven experience in mine action, development and/or peace-building projects; • Experience in coordination of consortium projects• Experience in program development, monitoring and evaluation• Strong reporting and communication skills • Experience of working in a humanitarian or development agency • Skills in local staff capacity building and team building• Proficiency in English is required; knowledge of Arabic is desirable
