Main Objective: The Country Representative will be responsible for the overall development and management (financial, administrative and planning) of activities in DRC according to AVSI’s mission and values.
Reporting to: AVSI DRC Desk Officer
Specific duties:
• General coordination and strategic development of AVSI’s activities in DRC;• Expatriate and local staff coordination;• Direct supervision of security rules for all staff;• Maintaining relations with on site donors (ECHO, UE, UNICEF, Pooled Fund Mechanism) to develop and plan AVSI’s activities in DRC.• Maintaining relations with civil and military authorities, national and international partners;• In collaboration with the Operational Manager, supervision of human resources management, budget control, verification of administrative and logistic procedures;

Essential Requirements:• Relevant post-graduate degree or 5 years experience in high-level management of international NGOs; field experience in complex emergency or post-conflict context would be an asset • Previous experience with institutional and private donors (UE, ECHO, UN, USAID ecc.)• Excellent knowledge of French (compulsory) and English (preferable)Personal Profile:• Strong participatory leadership and interpersonal skills; ability to motivate staff and ensure a strong leadership for different teams in a politically unstable and insecure context.• Excellent communication skills and in particular negotiation abilities; • Excellent organizational, administrative and management skills;• Ability to prioritize multiple tasks and meet deadlines
