  1. Background

Community-level prevention and response strategies have the potential to reduce levels of sexual violence committed by members of the general population before, during and following conflict. They also, over the long-term, may succeed in building social norms that undermine notions of sexual violence as an inevitable and acceptable part of war. Response strategies are essential as community norms around sexual violence are challenged, resulting in greater awareness around sexual violence as a crime/human rights violation, and the necessity of seeking care and support, etc. The project will therefore focus on both prevention of and response to sexual violence.

The project aims to advance and implement approaches to primary prevention of and response to gender-based violence (GBV), especially sexual violence against women and girls affected by conflict and disaster, that will include the development of evidence-based ‘good practices’. An important focus will be on strengthening positive social norms (including going beyond the typical approach of changing knowledge, attitudes and practices) that protect women and girls from violence and leveraging societal dynamics to change social norms that serve to hide or encourage forms of violence. The social norms perspective applied throughout the project will promote the establishment of self-sustaining social rules that are upheld by social rewards and punishments that will eventually be further reinforced though legislation, policies and the concrete activities that support communities.

The programmatic innovations that will be introduced and utilized as part of this project are based on a social norms perspective and build on decades of experience in empowerment and participatory development that aim to enable communities to collectively identify ways to improve their situation and take action accordingly. The approach will also go a step further by considering that many behaviours are interdependent, and incorporate public manifestations of commitment. Public displays make it possible for community members to see that others are also committed to the new rule and makes the adoption of a new social rule possible and self-sustainable.

While UNICEF has experience and inter-agency tools to support the use of social norms approaches in our development programs on harmful practices, applying them to issues such as sexual violence in humanitarian settings is new. Doing so requires oversight by experts in the area of social norms and GBV in humanitarian settings.

  1. PurposeThis contract seeks a consultant to work for a period of 5 months to lead the development of the social norms toolkit and training manual for use in Humanitarian Settings.

This work will be undertaken under the supervision of the UNICEF Gender-Based Violence Specialist in Emergencies and in close collaboration with UNICEF Health, HIV and AIDS, and Education colleagues.

  1. Expected ResultsBased on existing materials, the consultant will develop the overall toolkit and training manual to guide 1) primary prevention efforts that target social norms related to sexual violence; and 2) comprehensive community-based response (for psychosocial, police, justice and education sector actors in order to increase access to and uptake of services for survivors in humanitarian settings, especially conflict-affected settings. The consultant will carry out the tasks specified below:• Develop toolkit and training manual for primary prevention: This will include the drafting of a Toolkit for use across humanitarian settings to guide primary prevention efforts targeting social norms related to sexual violence committed in conflict-affected settings (based on existing tools). The Toolkit will include a focus on using community dialogues to support norm questioning and awareness raising of alternative norms and practices, and values deliberations, as well as using a method of organized diffusion to help spread information through social networks.

• Develop toolkit and training manual for additional capacity building tools to promote a comprehensive community-based response for psychosocial, police, justice and education sector actors (based on existing tools, e.g. Caring for Survivors).

• Training support: Assist in carrying out 3 trainings as lead facilitator for identified programme managers and/or community discussion leaders, for the implementation of on-going community dialogues.

  2. Major Outputs and TimelineThe consultant will work in close consultation with the CP (especially specialists on GBV in emergencies and social norms), Health, HIV and AIDS and Education section colleagues to achieve the following outputs:

 Conduct research on other programming experiences related to utilization of a social norms perspective in preventing sexual violence and other forms of GBV. Develop toolkit and training manual learning objectives, including reviewing existing training modules and material to integrate latest information on GBV and social norms.  Work with HQ and country office-level counterparts to adapt tools for relevance at the country level. Lead the workshop content development, design and finalization, including the final facilitator’s guide, and other relevant materials that will make up the complete package. Liaise with the Programme Advisory Committee and field staff to solicit feedback on draft modules in preparation for 1st pilot testing workshop. Work with a team of workshop organizers to facilitate (as the lead facilitator) in a minimum of 2 country-specific workshops (requires travel to countries to facilitate) Draft Toolkit and Training Manual to guide 1) primary prevention efforts that target social norms related to sexual violence; and 2) comprehensive community-based response (for psychosocial, police, justice and education sector actors in order to increase access to and uptake of services of survivors.

  1. Location The consultancy will be home-based. Travel to UNICEF Headquarters in New York and to 2-3 countries affected by humanitarian crises (among Somalia, South Sudan, DRC and Ivory Coast) will be required during the assignment in order to facilitate training workshops .

  2. Key skills, technical background, and experience requiredThis consultancy requires good technical knowledge on GBV programming in conflict and natural disasters affected countries along with strategic vision, group facilitation, and communication as the interests and perspectives on the sensitive issue of GBV are varied.Essential:• A minimum of 10 years of humanitarian or related work experience in GBV programming in natural disasters and conflict-affected countries.• Experience in engaging in primary prevention programming to address GBV.• Knowledge and experience in writing training materials on GBV programming issues in humanitarian settings.• Experience in implementation and analysis of social norms approach.• Excellent analytical, communication, writing and editorial skills in English• Advanced university degree in Social Sciences, Public Health or al related field is required.Desirable: • Fluency in a second UN language, preferably French
