TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Senior E-Marketing Manager, Jerusalem

DESCRIPTION OF DUTIES AND RESPONSIBILITIESBrand and Strategy• Develop insightful, creative and effective strategies and tactics ensuring effective online presence and that on and offline direct marketing and fund raising objectives are achieved; • Ensure all online and direct mail content and design meets UNRWA branding guidelines;• Serve as support to UNRWA’s National Committees; • Develop comprehensive plans to critically analyze the results of digital and offline direct marketing solutions; • Coordinate online strategies with offline strategies;• Write content for web and direct marketing efforts such as landing pages, email campaigns, direct mail letters, etc., that is consistent with UNRWA's brand voice; Development• Manage and optimize UNRWA’s internet marketing efforts, including development and maintenance of the Private Partnerships section of website, landing pages and search engine marketing;• Create and oversee acquisition and retention strategies using email, direct mail, etc., to increase engagement and donation;• Manage direct mail and email marketing components from concept to execution; • Influence conversion through messaging, promotion, and landing page optimization, maintain consistent content, data and branding across all online marketing; • Analyze web usage trends to improve and/or add functionality to the site;• Develop, actively test, and analyze keywords, titles, descriptions, and landing page URLs to maximize results, drive volume and hit targets; • Create and execute Search Engine Optimization (SEO)/Search Engine Marketing (SEM) structure and strategy; • Create revenue-generating strategies using: on-line advertising, Google Adsense, Yahoo Search, SEM, blogs, RSS, podcasts, etc;• Manage the planning and buying of paid search and banner advertising as well as initiate and manage online viral initiatives and promotional partnerships; • Manage and execute community management processes (i.e. social media, blogging, etc.); • Develop and execute online giving programme; • Execute select campaigns, paid search and online syndication; • Translate user testing and customer support feedback into feature/function requirements; • Manage efficient online payment systems; • Create, execute and oversee internet customer and volunteer acquisition efforts; develop and execute Internet acquisition objectives, plans and strategies; • Investigate new technology and enhancements to increase revenue, brand awareness and improve overall customer experience;• Constantly optimize UNRWA’s organic search ranking;• Manage the web solutions budget to meet departmental goals, ensure expenditures do not exceed budget guidelines and estimates, and demonstrate value (ROI); Operations and Support• Research and recommend innovative, and where possible automated, approaches for system administration tasks. Identify approaches leveraging our resources and providing economies of scale;• Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verify completion of scheduled jobs such as backups and updates; • Perform regular security monitoring to identify any possible intrusions;• Investigate and troubleshoot issues as they arise;• Oversee creative development and execution of all initiatives ensuring projects are delivered on time and in budget; • Define Web-Analytics: site performance-general stats (i.e. visitor info, donations, etc.), click stream reporting, donor funnel analysis, category performance (top/bottom categories, brands, etc.), identify most compelling ad imagery and copy, category ad click-thru analysis, onsite search, home page and landing page features, site ads, promotions, space allocation, traffic analysis, etc.;• Provide reporting for dollars raised via the web channel, online registration for events, return on investment, web advertising, website fundraising activities, direct mail, etc.;• Database growth and integrity; • Write and submit monthly development reports for the Chief of Partnerships Division.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE• University degree in management or a related field;• Over 6 years of online and direct marketing experience;• Fluency in Arabic and English; • Proven ability to concept, manage, optimize and update an organization's website and to successfully create and execute other online and offline marketing and fundraising efforts; • Proven experience in developing and executing successful direct mail and email campaigns;• Excellent copywriting skills both in Arabic and English; • Possess a solid understanding of and ability to apply html code and create and distribute email and other electronic communications; • Proven ability to manage Search Engine Optimization and Search Engine Marketing; • Experience developing successful social media campaigns; • Experience with Microsoft Office.

DESIRABLE QUALIFICATIONS• Experience with MS Access and/or Sales force database management;• Knowledge of another language, preferably Spanish; • Experience in a for-profit sales environment preferred; non-profit experience.

COMPETENCIES• Demonstrated ability to set standards, plan and implement work and to innovate and communicate ideas effectively;• Demonstrated ability to work in highly complex multicultural international organizations and establish harmonious and effective working relationships, both within and outside the organizations. A natural team player with strong people management skills;• Proven ability to develop and maintain effective, collaborative working relationships with board members, volunteers, donors, prospects and staff.

CONDITIONS OF SERVICE• The duration of the assignment is for 12 months. • Remuneration for this consultancy will depend on the qualifications and experience of the candidate.
