OVERALL OBJECTIVE

DRC is looking for an experience Shelter / Physical Infrastructure Manager to lead infrastructure and shelter activities in our operations in South of Libya around the city of Sabha.

BACKGROUND

DRC has been operational in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict-affected population. This includes IDPs, refugees in Tunisia taking shelter in Shousha camp, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and field offices in Zarzis (Tunisia), Sirte and Sabha.

The office in Sabha was established early in August 2012. Within the framework of a programme aimed at increasing the protection of vulnerable groups and minorities in South Libya, DRC intends to work with communities in improving the quality and capacity of local schools and clinics as well as vulnerable people’s safety in their homes. The operation in South Libya focuses on Mine Action, legal protection, infrastructure and social protection.

The Manager will lead a small team of national staff and have the responsibility to oversee the implementation of the Shelter and physical infrastructure component of DRC’s programme in South Libya. The Shelter Manager will refer to the Head of Office and be part of the Sabha team expected to reach a total of 7 expatriate staff members and 30-40 national staff.

DUTIES AND RESPONSIBILITIES

A) GENERAL

• Manage and facilitate activities that assist relevant authorities to liaise with community stakeholders, individuals and groups to identify, prioritize and implement community needs

• Cooperate and liaise with authorities for technical issues and obtaining proper authorization letters.

• Supervise projects in coordination with government or local technical personnel

• Participate in planning for project implementation (including activity, financial and procurement planning)

• Assist in the tracking of financial expenditure of the construction projects

• Ensure cost-effective implementation practices and material usage in shelter and infrastructure projects

• Contribute to the capacity building for shelter/QIPs staff, community volunteers and community committees in monitoring, supervision and maintenance

• Deputising for the Head of Office, as required

B) TECHNICAL

• Prepare documentation for shelter, physical infrastructure, rehabilitation works, including tender documents, BOQ, specifications and contract documents

• Produce technical plans and drawings and technical specifications and oversee the design development and site plan implementation

• Lead on the bid and tender process in liaison with the Head of Office

• Assist in supervising contracted works and monitor quality and progress in accordance with the schedule

• Prepare certificate of work completed and assist in the process of payment through coordination with the Finance Department

• Assist site engineer in his/her duties to manage the work sites, supervise local contractors or local community members involved in the construction process

• Maintain the program financial records and all supporting documentation

C) MONITORING AND REPORTING

• Prepare and submit detailed and accurate work plans, reports/updates as requested.

• Assist in ensuring that DRC’s monitoring tools are regularly followed

• Make sure that all logistical and financial procedures related to the projects are adhered to

QUALIFICATIONS

• Relevant degree preferably related to architecture or civil engineering

• 5 years’ field experience including duty stations in difficult security environments.

• Practical experience with planning and execution of housing repairing, and construction/rehabilitation projects

• Management experience for medium size infrastructure projects in development settings required

• Political, cultural and gender awareness and experience of working where instability and unpredictability are a major issue. Knowledge of the context of Libya is an asset

• Strategic thinking and planning skills, setting priorities, preparing manageable work plans and evaluating progress

• Proven communication, interpersonal, representation and negotiation skills. Used to work in team

• Fluency in English is essential; Arabic is a considerable asset

• Security risk management awareness and experience

Contract: 6 months with the possibility of extension
